A slowness that questions.

"If we followed the current pace, we would have to wait until September 2023 to have vaccinated all adults who wish," said Pierre Lafont, co-rapporteur of the temporary "vaccination" committee.

Far from the commitments of Emmanuel Macron who promised that by the end of August, all French volunteers would be vaccinated ...

This Tuesday afternoon, the Economic, Social and Environmental Council (Cese) made a progress report on the vaccine campaign against Covid-19.

With two works in parallel: those of the temporary “vaccination” committee, made up of members of the Cese and those of the citizen collective with 35 French people drawn at random.

Unfortunately, the latter were only able to meet twice three days and ask for more time before delivering their conclusions.

For its part, the temporary “vaccination” committee, after 40 interviews and the feedback of 70,000 contributions on the citizen consultation platform vaccinationcovid.lecese.fr made five major recommendations.

Tracks that may seem a little out of time, when the vaccination campaign began nearly two months ago ... And that certain suggestions are already in place, as emphasized by Olivier Véran, present during this restitution.

Nevertheless, recognizing the failures and relying on innovative initiatives could be decisive while the vaccination campaign should increase in April. 

More transparency on logistics

“The government's proactive objectives have come face to face with reality,” notes Stéphanie Goujon, co-rapporteur of the temporary “vaccination” committee.

Unfortunately, stewardship does not follow, because it is much more than stewardship.

The Cese therefore suggests "optimizing the vaccine strategy by integrating the constraints of the logistics chain".

In particular, by making the detailed indicators public: vaccination rate by target population category, sales time, waste rate, waste management.

The minister prided himself on playing on transparency: “we have published all the doses received, the appointments made by center, the 1st and 2nd injections… Transparency is a bulwark against fear, doubt and sometimes conspiracy. .

The issue of the ex officio license

The Cese asks to consider recourse to the granting of ex officio licenses relating to the patents of vaccines which have entered the production phase.

So that companies in France can manufacture anti-Covid vaccines as quickly as possible.

If the question of freeing patents is causing much ink to flow, French companies are already participating in the manufacture of vaccines.

"Sanofi does this for several vaccines," Olivier Véran recalled.

This is the first time that a laboratory has stopped its traditional production lines ”to produce a competitor's serum.

More localized management

The only real novelty, this commission "calls for the establishment of a territorialized piloting of the vaccination campaign, at an intraregional level, including all stakeholders - health, social and economic organizations, including the non-profit sector (associations , mutuals), experts, practitioners, users and elected officials.

“A request that should delight local elected officials, often asking to be more solicited by the government.

Going hand in hand with this desire for proximity, the members of the committee want the government to think about alternatives to vaccination centers.

In particular by generalizing mobile units, especially in medical deserts and for populations remote from care.

Immediate response from the Minister, "Yes, we are going to develop approaches to reach out to the most precarious audiences".

Allow more professionals to vaccinate

The ESEC recommends anticipating the regulatory steps required to allow networks of local health professionals (doctors, nurses, pharmacists, even veterinarians) to vaccinate.

A track already explored by the government, since, as Olivier Véran recalled, general practitioners will be able to vaccinate in their office from Thursday and pharmacists and nurses should be able to get their hands dirty from March.

Better communicate

The commission put a lot of emphasis in this first stage on the issue of communication.

To convince the French to be vaccinated, it would be necessary to speak positively and clearly about vaccination.

"Today, the information is insufficient and saturating", regrets Stéphanie Goujon.

This is why the experts invite the dissemination of messages on the benefits of vaccination, accessible to all, especially in Braille.

"We could make inserts, television spots and use more appropriate channels such as social networks and influencers" to convey this information, continues Stéphanie Goujon.

And for greater clarity, it stresses the importance of setting up a telephone number and a single Internet portal bringing together all the information on the vaccination campaign.
