Improve the distribution policy system according to factors, improve the mechanism for the market to determine the remuneration of various production factors, and explore the use of land, capital and other factors to increase the factor income of low- and middle-income groups.

Reform and improve the remuneration system of public institutions that reflects job performance and hierarchical and classified management.
