China News Service, Beijing, December 28 (Reporter Wang Enbo) Since the beginning of winter, power has been tight in some regions of China, and a new round of cold weather may cause a significant increase in the heating power load in the southern region.

The main person in charge of the Economic Operation and Regulation Bureau of the National Development and Reform Commission of China said on the 28th that he will do his best to ensure the power supply to ensure that the orderly power utilization plan in various regions does not involve residents.

The person in charge introduced that since the beginning of winter, China's electricity demand has grown rapidly.

According to express data, since December, national electricity generation and consumption have increased by about 11% year-on-year, and the growth rate has increased by 6 percentage points over the same period last year.

The cold wave came in early and mid-December. The country's highest daily electricity load exceeded the summer peak, and the highest daily power generation was close to the summer peak, which is rare in history.

The power consumption of 20 provincial power grids increased by double digits, and the cumulative load of 15 provincial power grids hit a new high for 137 times.

Multiple factors such as rapid economic recovery, extreme cold weather, and limited supply capacity are superimposed. Peak power curtailments have occurred in Hunan and Jiangxi, and local curtailments have also appeared in the process of promoting dual energy consumption control and coal reduction in Zhejiang.

The National Development and Reform Commission and the National Energy Administration immediately coordinated the relevant parties and adopted a number of measures to respond in a timely manner.

At present, the power rationing in Hunan has basically resumed, and Jiangxi has no more power rationing since December 19. Zhejiang has also corrected some local practices, and the national power supply and demand situation has stabilized.

In recent days, China will experience continued low temperature weather, and the country's electricity demand is expected to rise.

The person in charge said that in order to make a good response, the National Development and Reform Commission will work with relevant parties to ensure power supply.

Specifically, local government departments and relevant enterprises are required to comprehensively sort out the orderly electricity use plan, scientifically demonstrate it, and ensure that it does not involve people's livelihoods or residents.

Further clarify the startup process of the plan, and check the rationality of all users involved in the plan to ensure its practical use.

Before requiring the implementation of the plan, the obligation of notification should be fulfilled, and the power supply risk warning should be done to ensure that the company has expectations.

In extreme cases, when implementing the program, only limit electricity and not pull electricity.

Guide key areas to do a good job in the operation and maintenance of power generation and transmission equipment to ensure power supply capacity during peak periods.

Dynamically grasp the coal storage level of key power plants, organize power, coal, and transportation companies to strengthen the connection between production and transportation needs, and ensure that the coal storage of power plants is stable above a reasonable level.

Make full use of the advantages of large power grid resource allocation, optimize the operation mode of the whole network, coordinate the mutual assistance of cross-regional power surplus and shortage, and coordinate the dispatch of power sources such as water, nuclear, wind, and fire to ensure the energy supply of key areas and people's livelihood.
