The meeting was chaired by Li Xiaopeng, Minister of Transport of the People's Republic of China. Kazakhstan Minister of Transport Karabayev, Kyrgyzstan Minister of Transport and Communications Českhayev, Tajikistan Minister of Transport Ibrohim, Turkmenistan Deputy Director of Transport and Communications Agency Anaev, Uzbekistan Minister of Transport Makhkamov respectively attended the meeting. The ministers of the six countries deliberated, adopted and signed the Memorandum of Understanding on the Establishment of the China-Central Asia Transport Ministers' Meeting Mechanism, formally establishing the China-Central Asia Transport Ministers' Meeting mechanism.

Li Xiaopeng pointed out in his speech that the establishment of the China-Central Asia Transport Ministers' Meeting mechanism is an important measure to strengthen the construction of the China-Central Asia transportation mechanism. In recent years, pragmatic cooperation between China and Central Asian countries in the field of transportation has been deepened, infrastructure capacity has been steadily improved, China-Europe-Central Asia trains have been stable and efficient, international road transport has been smoother, and the "Air Silk Road" has been vigorously promoted.

In order to give full play to the role of the mechanism of the Transport Ministers' Meeting and jointly promote the deepening of transportation cooperation, Li Xiaopeng put forward a four-point proposal: first, strengthen the docking of strategic planning and maintain the coordination and sustainability of regional transportation development; Second, it is necessary to strengthen the "hard connection" of infrastructure and jointly promote the construction of transportation infrastructure; The third is to strengthen the "soft connection" of institutional rules and promote cooperation in transportation facilitation, standards and specifications, information technology, and scientific and technological innovation; The fourth is to strengthen the "heart connection" of transportation integration, give full play to the role of the high-end humanistic training platform of the China International Sustainable Transport Innovation and Knowledge Center, and create a closer transportation partnership.

The ministers of transport of the five countries highly appreciated China's holding of the first China-Central Asia Transport Ministers' Meeting, positively appraised the achievements of practical cooperation between China and the five Central Asian countries in the field of transportation, and expressed their willingness to work with China to implement the important consensus reached by the heads of state, strengthen cooperation in the fields of transportation infrastructure construction, transportation facilitation, scientific and technological innovation, and sustainable development, and jointly promote regional cooperation in the field of transportation.
