The Popular Party records in writing to the European Commission that the Government presents without prior consensus a new request for European funds in exchange for reforms. The ministers of Finance of the autonomous communities governed by the PP have signed a letter of protest to the first vice president, Nadia Calviño, to which EL MUNDO has had access.

They demand that the minister stop the plan that she plans to send this Wednesday to Brussels to negotiate before with them the request of more than 94,000 million euros and the commitments that it entails. "You are in time to avoid repeating mistakes," they indicate to the vice president in the letter signed by, among others, ministers of Finance of Andalusia, Galicia, Madrid or Murcia, among others. It is also supported by the economic head of the PP at the headquarters of the party Juan Bravo and the regional leaders who already caress forming new governments after the elections of 28-M.

In the letter they reproach Calviño from the outset for having been informed by the Press of the approval of the so-called Addendum to the original Recovery Plan. "Through the press conference of the Council of Ministers yesterday, we confirmed that the Government has approved, and plans to send to the European Commission, the Addendum to the Recovery, Transformation and Resilience plan. That means compromising Spain's position before the European Union, assuming obligations that entail the receipt of more than 94,000 million euros, as well as the possibility of financing strategic projects in each of our Autonomous Communities. "

In his opinion, it means delving into failing to comply with the request of the European Commission that this type of requests reach Brussels with the maximum possible dialogue and consensus in a country as decentralized as Spain to ensure effective execution. This has also recently been called for by the European Parliament. "We see with concern that for the Addendum the serious defect that has already been highlighted in the report of the Committee on Budgetary Control of the European Parliament for the transfer tranche is repeated: an insufficient level of dialogue, negotiation and agreement with the Autonomous Communities," they say. "The Addendum is the perfect opportunity to achieve true co-governance and co-responsibility", they underline and recall that communities are key to the execution of much of the money.

Calviño assures that his plan has been discussed for months with the regional governments, among others, but at least those of the PP deny it: "In September 2022, the Autonomous Communities sent you the proposals that you peremptorily required of us. Three months later we learned about the draft Addendum through the media, and we verified that none of our proposals had been taken into account. Since then we have not had any real and effective consultation process to be able to make our contributions to the project, without having left any space for it in the sectoral conferences".

AGGRAVATING: HE DOES IT IN CAMPAIGN

In this case there is an aggravating factor for the party chaired by Alberto Núñez Feijóo, which is done without consensus in the electoral period when there is official time, according to Brussels, until August 31. "Additionally, we believe that this approval and sending are extemporaneous, because we consider that the current political scenario, with important changes in regional governments and a general election, which may lead to a change of Government of Spain, does not meet the minimum conditions to propose a programming of the depth of which we are talking, and even more, without consensus."

Consequently, they demand that Calviño reconsider his intention to send to Brussels: "You still have time to avoid, with the loan tranche, that these mistakes are repeated. We ask you, for this, to initiate a real negotiation process in which we can present and defend our proposals and make, among all, a decision on how the Addendum is to be presented. "

The Ministry of Economy plans to send the Addendum today after approval by the Council of Ministers.
