The main urban section of Bengbu on the Huaihe River is 26 kilometers long, separating the central urban area from the Huaishang New District, resulting in the development of the city across the river and across the river. Due to the lack of comprehensive system governance, there are many shortcomings and problems inside and outside the shoreline, which to a certain extent has become a "speed bump" for Bengbu to accelerate the coordinated development of the north and south.

According to Ran Fanrong, chairman of Bengbu Lianghuaihe Water Conservancy Investment Group Co., Ltd., due to perennial flood distribution, flood flow and flood storage carrying sediment, the local riverbed is raised, silted into beaches, the river channel is narrowed, the ecological environment is damaged, the development space is blocked, and the people's water is restricted.

Ran Fanrong said that in the past, public land on both sides of the river accounted for only 7%, the waterfront area lacked public service facilities, functional development was seriously insufficient, residents could only "climb the embankment and watch from afar" but could not "close to the water and water", and the main urban section of the Huai River did not bring substantial convenience and well-being to residents on both sides of the river.

When Bengbu decided to "beautify" the Huai River, the situation began to change.

Since February 2022, Bengbu has adhered to the concept of "two mountains" to break the problem, deeply implemented the development strategy of the Huaihe River Ecological Economic Belt, vigorously promoted the Huaihe River Flood Control and Transportation Ecological Comprehensive Treatment Project ("Lianghuai River" Project) in the main urban area of Bengbu with a total investment of 2.53 billion yuan, built an urban central park with "solid embankment, clean water, green banks, beautiful scenery, and people", promoted harmonious coexistence and coordinated development between man and nature, built a model for ecosystem governance in the Huaihe River Basin, and promoted the transformation of the city from "cross-river development" to "river-owning development". In fact, Bengbu City will benchmark the "Lianghuai River" project against the world-class waterfront environment governance standards such as Xiong'an New Area and Shanghai Binjiang, plan with high standards and comprehensive management, and strive to comprehensively optimize the flood control and transportation ecosystem of the Huaihe River in the main urban area.

Ran Fanrong said that the scope of governance extends from the Huaiyuan Jingtu Bridge in the west to the Changhuaiwei Bridge in the east, with a total length of 26 kilometers and an area of 52 square kilometers, and around the overall layout of "one chuanqing, two beaches beautiful, three veins and ten scenic reds", the implementation includes Binhe South Road, Binhe North Road, river channel cutting beach trenching dredging, beach shaping, ecological restoration, wetland parks, mass squares, sports and fitness venues, cross-river traffic bridges and other projects, creating a unique charm and vitality of the waterfront urban development belt.

In his view, Bengbu City takes the "Lianghuai River" project as the starting point to solve ecological and environmental problems, improve urban flood control standards, enhance mainstream shipping capacity, reasonably promote shoreline development, effectively improve people's livelihood and well-being, and realize the organic unity of green waters and green mountains and gold and silver mountains.
