By the end of 2022, there were more than 5200 million small, medium and micro enterprises in China, contributing more than 80% of the country's urban labor employment and 90% of new employment. It can be said that a large number of small and medium-sized enterprises have become the basic support for China's stable employment and employment expansion. However, the structural contradictions in the current job market are still prominent, and employment difficulties and recruitment difficulties exist at the same time. The reporter interviewed many small and medium-sized enterprises and relevant departments to see what measures they have taken in recruiting workers, and how to match the employment needs and expand employment space.

Recruiting people is not small

Sun Jin, chairman of Tianjin Aimaxin Automation Technology Co., Ltd., does first thing at work every day is to open the recruitment information platform on his mobile phone to blindly select job seekers. "When I saw the right person, I quickly asked the personnel commissioner to contact for an interview." Sun Jin said.

It is common for SMEs to be thirsty for talent. "I spend a third of my time looking for people to recruit the right people." Liu Benquan, chairman of Youshi Mingzhuo (Beijing) Technology Co., Ltd., said.

Even if there is still a considerable number of new urban labor in the job market this year, the recruitment of small and medium-sized enterprises is still not satisfactory.

Wang Lingxiao, CEO of Wisdom Guidemaker Education Technology (Beijing) Co., Ltd., said that as a startup, they participated in some job fairs organized by government departments this year, and many students came to interview, but they did not come when they notified the internship. Therefore, they are basically recruiting former graduates with experience this year.

There are many reasons why it is difficult for SMEs to recruit people. From the perspective of job seekers, the mentality of college graduates seeking stability continues to rise, and state-owned enterprises are "fragrant food". According to the recently released Zhaopin's "2023 College Student Employability Survey Report", state-owned enterprises are still the first choice for graduates, accounting for 46.7%, up 2.3 percentage points from last year, and rising for three consecutive years; the proportion of private enterprises choosing private enterprises is 3.12%, down 6.4 percentage points from last year, showing a downward trend for three consecutive years.

From the perspective of preference for enterprise scale, medium-sized enterprises are the first choice for graduates this year, accounting for 48.6%, up 3.5 percentage points from last year; graduates who choose large enterprises account for 25%, an increase of 8.1 percentage points from last year and the same as in 2021; while the proportion of choosing small and micro enterprises is 26.4%, down 11.6 percentage points from last year. Zhaopin's recruitment analysis believes that this year's economy has entered a recovery period, and everyone's confidence has recovered, so graduates' preference for large enterprises has rebounded.

From the perspective of enterprises, although the number of small and medium-sized enterprises is wide-ranging, but many small and medium-sized enterprises take the "specialized" route, deeply cultivate the market segment, the requirements for professional quality are high, graduates often cannot meet the technical requirements of enterprises, and high-skilled talents are often unattainable in the human resources market, which aggravates the difficulty of recruiting small and medium-sized enterprises. In addition, the high turnover rate is also a practical problem faced by small and medium-sized enterprises.

The policy is favorable for enterprises

In recent years, the Party Central Committee and the State Council have paid special attention to and supported the development of small and medium-sized enterprises, and in order to give full play to the role of small and medium-sized enterprises in absorbing employment, actively guide small and medium-sized enterprises to stabilize and expand jobs, and the tilt of employment policies has been increasing.

In the Notice on Printing and Distributing Several Measures to Help Small and Medium-sized Micro Enterprises Stabilize Growth and Adjust Structural Strength and Strong Capabilities issued at the beginning of this year, it was clearly proposed to increase the support for talent development. In response to the employment needs of small and medium-sized enterprises, we will deeply implement the training of leading talents in the operation and management of small and medium-sized enterprises, optimize the evaluation of professional titles of small and medium-sized enterprises, support qualified specialized and special new "little giant" enterprises to record and set up postdoctoral scientific research workstations, and deeply implement the "thousands of schools and thousands of enterprises" collaborative innovation partnership action, so as to attract more college graduates to small and medium-sized enterprises for innovation and entrepreneurship.

The document on stabilizing employment issued at the end of April clarifies the policy combination of "reduction, loan, return, supplement, and withdrawal", tilting support for enterprises in industries that absorb more employment, better stimulating the vitality of enterprises, stabilizing employment stock, and expanding employment increment. All types of enterprises can enjoy the benefits of unemployment and work-related injury insurance premiums, vocational training subsidies, social insurance subsidies and other policies. "For small and micro enterprises that recruit a certain proportion of newly recruited qualified personnel in the current year, a business guarantee loan of up to 4 million yuan can be issued. For small, medium and micro insured enterprises that do not lay off fewer employees, the unemployment insurance job stabilization return rate can reach 300%. Zhang Ying, director of the Employment Promotion Department of the Ministry of Human Resources and Social Security, said.

Small and medium-sized enterprises are an important channel for recruiting college graduates. The national video and telephone conference on the employment and entrepreneurship of college graduates and other young people held on May 5 clearly pointed out that it is necessary to vigorously open up market-oriented employment channels, implement policies such as social insurance subsidies, employment subsidies, and vocational training subsidies in a package, and stimulate the enthusiasm of enterprises in employing people.

"Although the recruitment methods and interview models are now more extensive, it is still challenging for enterprises to select people mainly considering the matching degree of positions and personnel." Zhao Yingyu, head of the personnel department of Baotai Long Group Co., Ltd., said that the company has enjoyed government subsidies in talent introduction this year.

In the recruitment market, small and medium-sized enterprises are increasing recruitment efforts through online recruitment, campus recruitment, social recruitment and other ways to meet the needs of enterprises. At the same time, some enterprises have also strengthened the training of employees to improve the comprehensive quality and competitiveness of employees.

According to the survey data of the Human Capital Branch of the China Association of Small and Medium-sized Commercial Enterprises, the recruitment of small and medium-sized enterprises in the first quarter of this year was better than in 2022, and there was a certain recovery and recovery. The recruitment demand in hard technology, medical and other industries is relatively large; Traditional industries such as manufacturing and construction have relatively little recruitment demand; Salary cuts in the Internet and financial industries are more common, and high-paying positions have been reduced.

Build a service platform

At present, in the face of the needs of small and medium-sized enterprises in terms of financial support, technological progress, and talent application, industry organizations are playing an increasingly important role as a bridge. They actively build a new service platform, timely reflect the reasonable demands and actual situation of small and medium-sized enterprises to the party and government, provide information reference for the government's scientific decision-making, help small and medium-sized enterprises strive for various assistance policies, and support the high-quality development of small and medium-sized enterprises.

On April 4, the China Association of Small and Medium-sized Commercial Enterprises organized member enterprises to enter the Capital University of Economics and Business to participate in the campus job fair; On April 20, the association organized members to participate in the 4 Beijing large-scale on-site job fair hosted by the Beijing Municipal Human Resources and Social Security Bureau. Ren Xinglei, executive president of the China Association of Small and Medium-sized Commercial Enterprises, said that the development of enterprises depends on the continuous supply of talents, and building a platform for enterprises to attract high-quality talents is a concrete embodiment of the service industry of industry associations, and cooperating with the employment of college graduates is a useful attempt for industry associations to expand services. "We are taking the initiative to build a school-enterprise docking platform, doing everything possible to solve the urgent problems of graduates and small and medium-sized enterprises in employment recruitment, develop market post resources, implement talent supply and demand docking services, and send enterprises to campus." Ren Xinglei said.

Wang Yu, Secretary-General of China Productivity Promotion Center Association, introduced that the association has helped the development of the private economy and the growth of small and medium-sized enterprises from the perspective of scientific and technological progress, and has trained more than 4200,<> innovation and entrepreneurship mentors in science and technology service institutions nationwide in recent years, effectively solving the human resource problem in the innovation and entrepreneurship service system.

Since 2022, the China Association for International Cooperation of Small and Medium-sized Enterprises has successively organized more than 3000,600 enterprises and more than 56789 universities to participate in the "70-day recruitment 4 live broadcast with posts", reaching more than 4,<> graduates. "We also continue to train leading talents in the operation and management of small and medium-sized enterprises, and completed about <>,<> online training on the comprehensive utilization of industrial resources." Zhang Xiaohui, chief economist of the association, said.

In order to solve the talent gap of technology-based small and medium-sized enterprises, the China Productivity Promotion Center Association joined hands with more than 100 universities to carry out a series of activities of "gathering talents and helping enterprises take off" to conduct public welfare recruitment for technology-based small and medium-sized enterprises and help the rapid development of science and technology enterprises. According to reports, the "Haiju Talents" platform integrates more than 100 colleges and universities to conduct professional career assessment and planning for talents, providing accurate and efficient talent services for enterprises.
