Beijing-Tianjin-Hebei has joined hands to launch five new achievements
In recent years, the Beijing Municipal Public Security Bureau, together with the Tianjin Municipal Public Security Bureau and the Hebei Provincial Public Security Department, has adhered to the concept of cooperation, sharing, linkage and win-win police cooperation, adhered to the planning principles of key breakthroughs, efficient promotion and gradual expansion, and by the end of 2022, 29 "colleagues with the same standard" and 9 "cross-provincial handling" items in the Beijing-Tianjin-Hebei Free Trade Zone have been launched. Taking the revision of the Cybersecurity Law as an opportunity, we have promoted the unification of 77 administrative punishment discretionary standards in the field of cybersecurity, and achieved consistency in the Beijing-Tianjin-Hebei region of public security administrative law enforcement standards.

After repeated consultations between the public security organs of the three places, relying on the mechanism of the joint meeting, the "Cooperation Agreement on the Reform of "Decentralization, Management and Service" of Public Security Organs in Beijing-Tianjin-Hebei and the Optimization of the Business Environment was signed, and five new achievements were launched: the expedited handling of the "application for replacement of resident identity cards in different places" convenient service measures for the people; Unify the 38 administrative punishment discretionary standards and powers such as "fraudulently using other people's exit and entry documents to exit or enter the country, and the construction project fails to conduct an environmental impact assessment in accordance with the law, and is ordered to stop construction and refuse to implement it"; Nine new government service items of "colleagues with the same standard" in the Beijing-Tianjin-Hebei Free Trade Zone, including "issuance of blasting operator license and issuance of qualification certificate for large-scale fireworks display operators"; Establish and improve the coordination mechanism for handling cases in the fields of economic investigation and the environment, jointly protect the normal business order of enterprises and the safety of people's property through linkage and cooperation, crack down on illegal crimes in the field of people's livelihood such as environmental food and medicine tourism and intellectual property rights in accordance with the law, and promote the reform of "decentralization, management and service" and optimize the business environment in Beijing, Tianjin and Hebei.
Before the signing of the agreement, some convenience measures had already been implemented. After the implementation of the new measures, if the people in Beijing, Tianjin and Hebei need to expedite the replacement of resident identity cards, the public security organs of the place of residence can complete the review and issuance within one working day, greatly reducing the waiting time of the masses.
Improve the effectiveness of joint crackdowns by public security organs in the three places
With the innovation and improvement of the system, the Beijing Municipal Public Security Bureau has eliminated the "sense of foreign land" of inter-provincial affairs, and contributed new and greater public security forces to the coordinated development of Beijing-Tianjin-Hebei.
