According to research and judgment, the national power supply is generally guaranteed this year, and some provinces may experience a shortage of electricity during peak hours.
Liang Changxin made this statement at a series of themed press conferences on the theme of "The Beginning of the Speech of Authoritative Departments" held by the Information Office of the State Council of China on the same day.
Liang Changxin said that the National Energy Administration will strengthen overall coordination and make every effort to do a good job in the following five aspects:
First, do a good job in monitoring, analysis, and early warning. Do a good job in monitoring the normalization of the power supply and demand situation, and do a good job in ensuring power supply in accordance with the "one province, one policy" during the peak summer period. Before the flood, we will continue to closely monitor the water supply situation and supply and demand situation in Yunnan, Guizhou and other places, fully consider the uncertainty of water supply during the flood season, and prepare for the peak summer power supply work in advance.
The second is to increase the construction and operation of supporting power supply and transmission channels. In accordance with the principle of "moderately ahead and leaving margin", urge all kinds of power supplies to be put into operation before the peak summer to play a role in guaranteeing supply. Among them, the supporting power supply is not less than 1700 million kilowatts. Continue to optimize the regional main grid structure and enhance emergency support capabilities.
The third is to ensure sufficient supply of thermal coal. Focus on ensuring the quantity, quality and price of thermal coal supply. Supervise and guide local governments to speed up the handling of procedures for the construction of coal mines, promote the start of construction of approved projects as soon as possible, further optimize the construction period arrangement of coal mines under construction, and put into operation and production as soon as possible. Supervise and urge all provinces to closely track the signing and performance of long-term agreements on thermal coal with quality and quantity, and actively do a good job in supervising and implementing and coordinating the work.
The fourth is to make every effort to do a good job in the stable development of the unit. Supervise power generation enterprises to implement the stable supply of thermal coal and gas, sign medium- and long-term agreements on thermal coal and gas with quality and quantity, and increase efforts to supervise the performance of the contract. Supervise power generation enterprises to strengthen the operation and maintenance management of production and equipment, resolutely obey scheduling instructions, and ensure that the generator set can be withheld, issued and stable.
Fifth, scientifically do a good job in load management. Supervise and urge local governments to guide social support, understanding, and participation in demand-side response, further improve demand-side response capabilities, effectively eliminate pressure during peak hours, and urge local governments to further optimize orderly electricity consumption plans and accurately refine their implementation.
