Policies related to the price adjustment of dental implant medical services will be implemented in April.
On March 3, the Beijing Municipal Medical Security Bureau, the Beijing Municipal Health Commission, and the Beijing Municipal Human Resources and Social Security Bureau issued the Notice on Carrying out the Special Governance of Oral Implant Medical Service Charges and Consumables Prices in the City (hereinafter referred to as the "Notice"). The "Notice" said that the standardization and adjustment of the current price items of oral implant medical services in Beijing, the implementation of the results of the centralized procurement of oral implant-related consumables, and the strengthening of the overall cost control and supervision and management of oral implantation will be implemented from April 26.
The reporter of "Securities Daily" called a number of public stomatological hospitals and general hospitals in Beijing in this regard, and a number of hospital related people told reporters that "no relevant price adjustment notice has been received for the time being", and the price of imported brand materials including implants, implant abutments and crowns is still in the range of 15000,25000 yuan to 5000,<> yuan. However, some private dental institutions have taken the lead in reducing prices, and some institutions told reporters that at present, their implant projects do not charge medical service fees, and the project cost is about <>,<> yuan after the centralized procurement price is implemented.
The overall cost will be significantly reduced
According to the above-mentioned "Notice", the regulation of the price of oral implant medical services refers to the sum of the medical service charges related to a single conventional dental implant provided by medical institutions to patients within the complete treatment cycle, including medical service fees, biochemical tests and imaging examination fees, implant implant fees (single) for the whole process of single conventional implants, etc. The required implant systems and crown products are not included in the price control target and are charged separately in accordance with the current policy.
Specifically, the Notice sets four regulatory targets for the total price of "single conventional dental implant" medical services, which are 4,4300 yuan for second-level and below public medical institutions in the city, 4500,5000 yuan for third-level public medical institutions in non-urban six districts, 5450,72 yuan for third-level public medical institutions in urban six districts, and <>,<> yuan for Peking University Stomatological Hospital. The price level was down an average of <>% from before the adjustment.
The annex also lists 15 medical services involved in oral implant medicine, and makes relatively flexible and detailed range regulations on their prices. For example, the price of the two items of "implant implant fee (single)" and "implant crown restoration fee (single)" does not exceed the price control target, and the maximum increase range shall not exceed 2% of the benchmark price, and the downward range is not limited; The prices of the remaining 15 items are the highest guidance prices, and medical institutions are not allowed to adjust them upwards, and the downward fluctuations are not limited.
Deng Zhidong, general manager of Hainan Boao Medical Technology Co., Ltd., told reporters that after the implementation of the dental implant fee reduction measure, the overall cost of dental implant projects on the market will be greatly reduced, and the average reduction rate is expected to reach 50%, effectively reducing the burden of dental implants on the masses. This will further stimulate the release of market demand for dental implants, and the sales of related consumables products will continue to increase, and the revenue of medical services will increase accordingly.
Price adjustment policies in many places will be implemented
In fact, at present, Yunnan Province, Zhejiang Province, Shandong Province, Guangdong Province and other places have successively adjusted the price of oral implant medical services, and in April, relevant regulatory policies will usher in intensive landing.
For example, Yunnan Province previously issued a notice clarifying that from April 4, the full-process cost of medical services for a single conventional dental implant shall not exceed 10,4050 yuan for public medical institutions implementing Class I prices, 3600,3100 yuan for public medical institutions implementing Class II prices, and 15,21 yuan for public medical institutions implementing Class III prices. At the same time, the relevant notice will enable <> price items for oral implant medical services, such as "implant implant fee (single)" and "implant implant fee (full arch)", and terminate <> price items such as "implant treatment design" and "implant model preparation".
Zhejiang Province made it clear in the relevant notice that the special treatment project of oral implant medical service charges in the province will be implemented from April 4. According to the overall regulation and control of the medical service price of "diagnosis and examination + implant implant + crown placement", the target of a single conventional implant regulation in Hangzhou provincial public medical institutions does not exceed 1 yuan, in order to avoid the actual fee exceeding the control target, leave a margin of 4500%, that is, the total price of the whole process does not exceed 4 yuan.
Medical service price control is one of the important means to control "sky-high" dental implants. In addition, many places have also taken multi-pronged measures from implant collection, crown bidding and hanging nets to jointly reduce the burden of consumer dental implant costs.
In January this year, the Interprovincial Procurement Alliance for Dental Implant Consumables led by the Sichuan Provincial Medical Security Bureau opened bids in Chengdu, Sichuan Province. It is reported that the average winning price of the selected products has dropped to more than 1 yuan, which is an average decrease of 900% compared with the median purchase price before centralized procurement.
In March this year, the results of the proposed shortlisting of the crown auction network spearheaded by the Sichuan Provincial Medical Insurance Bureau were officially released, and 3 products from 107 companies were shortlisted, with an average price of 767 yuan. The National Health Insurance Administration said it will guide other provinces to implement price linkage to reduce the medical burden of dental implant patients.
It is worth noting that the price control of dental implant medical services mainly plays a role in public medical institutions. Thanks to measures such as centralized implant procurement and crown bidding and listing, the relevant project costs of private medical institutions will also be affected. Wang Wenhua, partner of CIC Consulting, told the Securities Daily reporter that more than 70% of the dental implant market is in private medical institutions, and public medical institutions account for only a small part.
