(Economic Watch) China accelerates the layout of future industries in many places and calls for the introduction of national top-level design

Beijing, March 3 (ZXS) -- As the official attitude gradually becomes clear, many places in China have laid out new outlets for future industries, striving to enhance development momentum and reshape regional competitive advantages.

According to the "14th Five-Year Plan", the focus of the future industry is on cutting-edge technologies and industrial transformation fields such as brain-like intelligence, quantum information, gene technology, future networks, deep-sea aerospace development, hydrogen energy and energy storage.

At present, major countries in the world focus on key areas and seize the commanding heights of competition. Han Jian, director of the Radio Management Research Institute (Future Industry Research Center) of the CCID Research Institute of the Ministry of Industry and Information Technology of China, said in an interview with China News Agency that the national strategies and industrial policies related to the future industries of the United States, Germany, France, Japan, South Korea and other countries mainly focus on artificial intelligence, quantum technology, 6G communications, future energy, life and health, network security and other directions.

In China, the future industry is an important starting point for seizing the opportunity of a new round of scientific and technological revolution and industrial transformation to achieve leading development. Minister of Industry and Information Technology Jin Zhuanglong recently made it clear that he would study and formulate an action plan for future industrial development and encourage local governments to take the lead and try first.

According to statistics from the Radio Management Institute (Future Industry Research Center) of the CCID Research Institute, China's local governments have intensively issued more than 20 policies related to future industries. Up to now, among the 31 provincial-level administrative regions, 4 provinces and cities in Zhejiang, Shanghai, Shanxi and Henan have issued future industrial policy documents, and 293 of the 16 prefecture-level cities have issued future industry-related policies.

Zhejiang believes that the future industry is driven by breakthrough and disruptive frontier technologies, emphasizing breakthrough and disruptive frontier technologies. Some places believe that the future industry is driven by the cross-integration of a new generation of information technology, new materials, new energy, new equipment, biotechnology, etc. with industrial technology, emphasizing integration and innovation.

Many places have also put forward future industrial development goals. Shanghai proposed that by 2030, the future industrial output value should exceed 5000 billion yuan (RMB, the same below); Nanjing proposed to strive to reach more than 2025 billion yuan in the city's future industry main business income by 3000; Henan proposed that by 2025, the added value of future industries will account for more than 15% of strategic emerging industries.

This round of layout of future industries in various parts of China has explored new mechanisms. For example, the establishment of a high-level leadership group, the establishment of an expert committee, and the exploration of new mechanisms for the integration of industry and finance.

Zhejiang proposed to give full play to the guiding role of government industrial funds, build a number of functional venture capital funds and future industry guidance funds, and leverage the participation of private capital. Shanghai proposed to explore the establishment of a market-oriented future industry guidance fund to encourage financial institutions to carry out product and service innovation. Shanxi proposed to actively explore the establishment of future industrial investment funds and promote the coordinated interaction between government funds and market funds.

Han Jian said that the future industry has great uncertainty, high risks, long investment cycles, and flexible and diversified investment mechanisms are especially worth learning. These investment methods include: government R&D investment, enterprise investment, venture capital, bank credit, social donation, etc.

Building an ecosystem is also the driving force of the future industrial layout in various places, such as proposing to build a future industrial enterprise echelon, promoting the development of future industries with application scenarios as the traction, building a future industry pilot zone, and building an echelon talent training and introduction system.

According to a survey by the Radio Management Institute (Future Industry Research Center) of the CCID Research Institute, China's local governments have called for the introduction of a national top-level design. Since the top-level design for the cultivation and development of future industries has not yet been introduced at the national level, two major doubts have emerged when local governments plan the layout of future industries, one is that the understanding of future industries is different, and the other is the duplicate layout of some future industry segments.

Han Jian said that to develop future industries, we must first do a good job in top-level design, formulate strategies and special industrial development plans in key areas; Secondly, it is necessary to improve the future industrial innovation ecosystem, cultivate more and better specialized and special new enterprises, and promote the cluster-based development of the upstream and downstream of the industrial chain; The third is to explore the establishment of a national-level future industry pilot zone and carry out pilot demonstrations; The fourth is to make overall plans for the regional layout and explore the construction of a multi-level spatial pattern such as the source of innovation policy, the industrial bearing area, and the resource guarantee area.
