The relevant person in charge of the Department of Water Ecology and Environment of the Ministry of Ecology and Environment told reporters on the 17th that China's water resources are scarce, and the level of sewage recycling is not high, and the effluent quality of most sewage treatment plants has been treated to the extent of stable growth of common fish, and it is a pity that it is directly discharged without effective use. Regional reclaimed water recycling is to build engineering facilities such as water purification of constructed wetlands in accordance with local conditions at key nodes such as the downstream of key sewage outlets, river inflows into lakes (seas), and tributaries flowing into the main stream, and after further purifying and improving the drainage after the treatment meets the standards, the sewage resource utilization mode for production, ecology and life is coordinated in a certain area.
In order to accelerate the utilization of sewage resources, in January 2021, the National Development and Reform Commission and other nine departments jointly issued guidelines, proposing the implementation of key projects such as regional reclaimed water recycling, requiring selected water-scarce areas to actively carry out pilot demonstrations of regional reclaimed water recycling. In December 1, the "Regional Reclaimed Water Recycling Pilot Implementation Plan" was issued; In 9, in accordance with the requirements of the implementation plan, the Ministry of Ecology and Environment and other experts will carry out the pilot review in 2021 and start the pilot implementation work.
The first batch of 19 pilot cities includes: Jincheng City and Yuncheng City in Shanxi Province, Taizhou City in Zhejiang Province, Suzhou City in Anhui Province, Yantai City and Linyi City in Shandong Province, Zhengzhou City and Kaifeng City in Henan Province, Yinchuan City in Ningxia Hui Autonomous Region, etc.
According to reports, the pilot cities mainly undertake reasonable planning and layout, and rationally arrange relevant construction and transformation projects; Strengthen the operation and management of sewage treatment plants; Construction of constructed wetland water purification projects according to local conditions; Improve the reclaimed water distribution system; Expand access to reclaimed water; Strengthen monitoring and supervision, ensure the safety of reclaimed water utilization and other pilot tasks.
