Many places issued new policies, "buy a house and settle down"

On March 3, the People's Government of Zhumadian City, Henan Province issued a notice on "Several Measures to Further Promote the Stable and Healthy Development of the Real Estate Market in Zhumadian City (Trial)", introducing 9 measures to promote the stable and healthy development of the real estate market.

In addition to the more common measures such as implementing diversified resettlement, supporting migrant workers to buy houses in cities, and reducing the credit burden of housing purchases, the circular also proposes to provide preferential housing for new citizens to buy houses in cities. "For college students and new citizens who come to work and buy houses in the station, they enjoy the same policies for the urban population such as household registration transfer, children's nearby enrollment (including transfer), endowment insurance, and medical insurance."

According to the official website of the People's Government of Wugang City, Hunan Province, in March this year, Wugang City specially launched more preferential "five policies" during the first real estate fair, including "buying a house and sending a hukou, children can go to school nearby".

Specifically, buyers in Wugang City can go to the public security organ to complete the household registration transfer procedures with the "Housing Sale and Purchase Contract" and the purchase tax invoice before the real estate certificate is completed; Children can enroll in school and obtain a degree near the location of the purchased housing (including apartments).

According to the monitoring data of the Middle Index, since 2023, cities such as Zhengzhou, Foshan, and Ulanhot have successively introduced policies to relax the threshold for settlement. After the Spring Festival, Zhumadian, Wugang and other places have introduced policies that can be settled after buying a house, providing convenience and housing purchase support for new citizens and talents to enter the city to buy houses.

"Many places have relaxed the restrictions on settling in before, and most second-tier companies have lowered the threshold for settling to a college degree or cancelled the settling threshold, and increased the absorption of all kinds of talents and populations to inject fresh vitality into the city." Chen Wenjing, director of market research at the China Index Research Institute, believes that allowing the purchase of houses and supporting talents to purchase houses combines housing policies with population and talent policies, which is conducive to promoting the inflow of population talents, and to a certain extent, it will also play a role in promoting the release of housing demand.

The threshold for settlement is gradually lowered, how to retain young people?

On the whole, focusing on the "talent dividend" and linking the purchase of a house with settling down is only one of the "tricks" used in the "robbery war" in various places.

On March 3, the Hangzhou Municipal Government of Zhejiang Province issued the Implementation Opinions on Further Deepening the Reform of the Hukou System (Draft for Comments), which proposed to further liberalize the settlement of academic qualifications.

The Draft for Comments proposes that graduates of ordinary colleges and universities under the age of 35 (excluding this number) who have already implemented employment units in Hangzhou can settle in the urban area; Master's degree students under the age of 45 can "settle down first and then get employed".

The consultation draft also proposes to relax the settlement of skilled talents; Relax the settlement of households and carry out mutual recognition of the cumulative number of years of household registration; Optimize and improve the settlement of residence permit points; Comprehensively liberalize county settlement policies, etc.

In the 2023 Hangzhou Municipal Government Work Report, the goal of "introducing 35,35 new college students under the age of <>" was set, and Hangzhou, a new first-tier city, opened its arms to young people all over the country.

"The adjustment of settlement policy has always been an important means of real estate regulation, and relaxing settlement has a certain positive guidance for the real estate market." Guan Rongxue, a senior analyst at Zhuge Data Research Center, believes that buying and renting a house to settle down has certain positive significance for property market transactions, long-term rental housing market and urban development, and can also improve the absorption capacity of the urban population.

"From the perspective of the trend of settlement, all localities are generally in a state of continuous relaxation, coupled with the 'grabbing war' in previous years, except for some first- and second-tier hotspot cities, the settlement threshold of most cities has been significantly reduced, which is also an important driving factor for the continuous increase in urbanization rate." Zhang Bo, president of the 58 Anjuke Research Institute, believes.

However, industry analysts also pointed out that relaxing the settlement threshold is only the first step, and if you want to keep people who need more public service support, employment, housing, education, medical care, etc. are all important considerations. From the housing level, in addition to supporting rigid and improved housing demand, it is also necessary to strengthen the supply of public rental housing and low-cost rental housing. (End)
