  The State-owned Assets Supervision and Administration Commission of the State Council revealed that in the past three years, the reform of the three systems of state-owned enterprises (labor, personnel, and distribution systems) has been implemented on a larger scale, and the number of legal person households in central enterprises has been greatly reduced. The task of clearing and retiring "two capitals" (low-efficiency and invalid assets) has been basically completed, the problems left over by enterprises running society and history have been fully resolved, and the systems and mechanisms for encouraging scientific and technological innovation have been continuously improved.

  Taking the old state-owned enterprise China First Heavy Industry as an example, the group reversed the plight of declining profits and losses for three consecutive years through reforms, and completely changed the prominent problems of state-owned enterprises such as extensive management and low efficiency.

In the past three years, the total profit of China First Heavy Industry has increased by 422.84%, the net profit has increased by 424.52%, and the operating income has increased by 209.92%.

  It is worth noting that in the past three years, six new state-owned enterprises including China Star Network, China Rare Earth Group, China Electric Equipment, China Logistics Group, and China Mineral Resources have been born; Steel, etc. have been completed one after another, becoming an important window for the outside world to observe the three-year progress of state-owned enterprise reform.

  Through these strategic reorganization and professional integration actions, the trajectory of state-owned economic layout optimization and structural adjustment is clearly visible.

In the past three years, the state-owned economy has accelerated its concentration in the fields of national security and national economy and people's livelihood.

According to statistics, more than 85% of the assets of central enterprises are concentrated in 20 major industries of the national economy, and the scale of assets in 13 major industries exceeds one trillion yuan, and the operating income related to national security and national economy and people's livelihood accounts for more than 70%.

According to statistics, since the 18th National Congress of the Communist Party of China, 27 groups of 49 central enterprises have implemented strategic restructuring, and the number of central enterprises supervised by the State-owned Assets Supervision and Administration Commission of the State Council has been adjusted from 117 10 years ago to 98 at present.

  She believes that in the future, we will further promote the market-oriented reform of state-owned assets and state-owned enterprises, promote the reform of the three systems, actively and steadily promote the reform of mixed ownership and the professional manager system.

At the same time, promote the technological innovation and development of state-owned enterprises, increase investment in research and development, stabilize the scientific research talent team, and establish a sustainable scientific research investment mechanism and a competitive incentive mechanism.
