The Russian government, as part of President Vladimir Putin's order, approved new rules for calculating child benefits from maternity capital.

The law on this was approved by the head of state in December 2022.

Now parents with incomes below two living wages per person can apply for a monthly payment from the mother's capital for a child under three years old.

If there are several such children in the family, then you can receive this form of support for each of them, regardless of the order of birth.

The average amount of material assistance in Russia is about 13.9 thousand rubles.

“The main task of state support is to minimize the threat of poverty for Russian families: both those where a child is just being born, and those who are already raising children.

At the same time, it is important to constantly analyze and adjust the operation of such a system,” Vladimir Putin said.

As the Russian leader noted earlier, back in 2020, the authorities expanded the circle of recipients of maternity capital.

So, the right to pay was given to parents who have their first child, and now certificates are issued annually by about 1 million families.

Moreover, the program itself has been extended until the end of 2026.

Recall that for the first time matkapital in Russia began to be paid back in 2007.

A certificate for receiving material support from the state is issued on an unannounced basis, and the amount of financial assistance is indexed annually from February 1.

If by this date the parents did not have time to use the payment provided, it is still increased.

If the amount has already been partially spent, then only the unused balance will increase.

In 2023, the amount of maternity capital was indexed by 11.9%, taking into account actual inflation for 2022.

As a result, 586.9 thousand rubles are now allocated for the first child, and 775.6 thousand rubles for the second, if the family did not receive a certificate before his birth.

If earlier parents were already credited with money for the first child, then when a second child appears, they are paid extra 188.7 thousand rubles.

The funds of the mother capital cannot be cashed out, but it is allowed to spend for several purposes.

In addition to making monthly payments, the family can use the money to improve housing conditions (including repayment of mortgages and housing construction), education for children, the formation of a funded pension for the mother, the purchase of goods and services for social adaptation and integration into society of children with disabilities.

It should be noted that until 2023, low-income families could apply for a monthly payment from the mother's capital only for the second child.

Meanwhile, today parents have the opportunity not only to receive this type of support for each of their children, but also to apply for a universal family allowance at the same time.

We are talking about a single payment for parents with low incomes, which has been in effect since January 1.

This form of assistance from the state is accrued to low-income families for children from birth to 17 years old and needy women who are registered in the early stages of pregnancy.

The amount of the universal allowance depends on the income of the parents and can be 50, 75 or 100% of the regional subsistence minimum for a child.

Now it is 7 thousand, 10.5 thousand and 13.9 thousand rubles, respectively.

Note that the payment can also be received for each child, regardless of the order of birth.

To apply for a single allowance and a monthly payment from the mother's capital, it is enough to submit one application at a time without additional information.

Russians can do this both in electronic form through the public services portal, and by personally contacting the MFC or the Social Fund of Russia.

“In general, any encouragement for families with children is a positive trend that contributes to targeted support for this category of citizens.

Moreover, the fact that it is possible to issue a payment for each child in the one-stop mode through the MFC will also enhance the positive aspects of the ongoing financial assistance.

After all, this will reduce the waiting time: not to collect a lot of paperwork, but to do everything in a simplified mode, ”said Georgy Ostapkovich, director of the Center for Market Research at the Institute for Statistical Studies and Economics of Knowledge, in an interview with RT.

In general, it is families with children that are traditionally considered one of the most vulnerable groups of the population, Artyom Deev, head of the analytical department at AMarkets, told RT.

As the expert explained, with the advent of a child and the departure of one of the parents on maternity leave, family budget income decreases, while expenses, on the contrary, increase.

Against this background, additional financial assistance from the state can be a serious help, the analyst is sure.

“Today, there are about 24 million families with children in our country.

Of these, almost 16 million are families with one child, more than 7 million are families with two or more children.

That is, it is precisely this number of Russian families that can take advantage of new support measures from the state, ”concluded Deev.
