The Spring Festival holiday is not yet over, and several provinces along the southeast coast that have a large number of migrant workers have already planned ahead of time to start a "fight for talent" for cross-provincial recruitment.

According to Fujian media reports, on the afternoon of January 26 (the fifth day of the first lunar month), as two planes landed smoothly at Fuzhou Changle International Airport, 238 returning migrant workers from Yunnan arrived smoothly. The first batch of returning migrant workers from key enterprises picked up by the Human Resources and Social Security Department through free chartered flights is also the first charter flight in the province to pick up migrant workers back to work.

In Guangdong, at 17:41 on January 26, the free return train G2961 departing from Guilin North Station in Guangxi entered Shenzhen North Station, and more than 400 migrant workers from Guilin, Guangxi, arrived in Shenzhen.

According to reports, the official arranged a special car to pick up the people in Yangshuo and sent them to Guilin High-speed Railway Station. At Shenzhen North Station, there was a company bus to the door of the dormitory, seamlessly connecting point-to-point.

As early as January 12, before the festival, the Shenzhen Human Resources and Social Security Department issued the "Notice on the Implementation of Measures to Encourage Employment in Periods" and proposed to strengthen communication with labor cooperation areas and labor exporting provinces. Public employment service agencies will use free cars Organize migrant workers to come to Shenzhen for employment by means of special trains and special trains.

For enterprises with more than 500 original employees returning to work outside the city before February 5 (except for labor dispatch units), a one-time return transportation subsidy will be issued at the standard of 200 yuan per person, with a maximum of 400,000 yuan for each enterprise.

In Taizhou, Zhejiang, on the morning of January 26, Taizhou city itself and all counties (cities, districts) simultaneously held the 2023 inter-provincial station recruitment ceremony. Click Recruitment.

In December last year, Zhejiang Province issued the "Notice on Doing a Good Job in Stabilizing Work and Production during the New Year's Day and Spring Festival and Carrying out Warm and Caring Actions for Employees Staying in Zhejiang Province Outside the Province for the New Year", proposing that all localities should plan in advance, move the gate forward, and formulate work plans. Make adequate preparations for possible problems and difficulties in recruiting workers after returning to work.

It is necessary to coordinate the transportation department, do a good job in post-holiday transportation organization, and ensure the supply of transportation capacity. Point-to-point pick-up and return services can be carried out for the situation where employees are unable to return to work in time in areas where the source of employees is relatively concentrated. 50% subsidy.

In Wuxi, Jiangsu, on the morning of January 26, the staff of the Wuxi Municipal Bureau of Human Resources and Social Security went to Qujing, Yunnan to coordinate the "point-to-point" charter flight service, which will facilitate the smooth return of 120 migrant workers who came to Wuxi.

Wuxi and Qujing signed the "Labor Service Cooperation Agreement" in 2020. Before the Spring Festival this year, Wuxi got in touch with Qujing and got information on a group of migrant workers.

Wuxi will also intensively go to Yibin in Sichuan, Bijie in Guizhou, Lianyungang in Jiangsu and other places to carry out labor cooperation, and make every effort to strengthen the employment organization of migrant workers in Wuxi.

Peng Peng, executive director of the Guangdong Provincial System Reform Research Association and chairman of the Guangzhou Doctoral Science and Technology Innovation Research Association, analyzed China Business News that after the optimization of epidemic prevention and control measures, the economic recovery this year is strong, and he is more optimistic about achieving economic growth goals. The demand for labor in China will increase, and the competition for labor among different regions will become more intense.

Therefore, various places have also created more convenient conditions for workers, such as chartered flights and cars. For many migrant workers, a little bit of travel conditions can save them from the pain of traveling by car, which is quite attractive.

Peng Peng said that from previous years of recruitment, many migrant workers are "following fellow villagers". They charter cars together and the company pays for them. If there are fellow villagers to follow and free cars, they may be more willing to come out.

In recent years, my country's aging population has continued to deepen and the working-age population has decreased. Therefore, coastal economic provinces that have a large demand for migrant workers need to increase their attractiveness to cope with the "labor shortage."

According to data released by the National Bureau of Statistics on the 17th, the national population at the end of the year (including the population of 31 provinces, autonomous regions, municipalities directly under the Central Government and the population of active servicemen, excluding Hong Kong, Macao and Taiwan residents and foreigners living in the 31 provinces, autonomous regions and municipalities directly under the Central Government) was 1,411.75 million , a decrease of 850,000 from the end of the previous year.

At the same time, the number of working-age population will decrease in 2022, and the degree of aging will further deepen. Compared with 2021, the working-age population aged 16-59 will decrease by 6.66 million, and the proportion will decrease by 0.4 percentage points; the population aged 60 and above will increase by 12.68 million, and the proportion will decrease. An increase of 0.9 percentage points; the population aged 65 and above increased by 9.22 million, and the proportion increased by 0.7 percentage points.

It is worth noting that my country's working-age population reached its peak around 2011, at 940 million people.

Over the past ten years, the working-age population has decreased by more than 60 million.

As the working-age population continues to shrink, employment will also be further strained.

At the same time, due to the impact of the epidemic in coastal areas such as the Pearl River Delta and the Yangtze River Delta last year, many people from provinces with outflows also returned. However, it is still unknown whether these people will return to the coast this year.

In recent years, with the transfer of coastal industries to the central and western regions and the economic rise of the central and western regions, the income gap between labor-intensive industries in many places in the central and western regions and the coastal areas has narrowed. This has also attracted more and more people to return to their hometowns to start businesses and find employment.

Ma Zhihui, director of the Economics Institute of the Jiangxi Academy of Social Sciences, analyzed China Business News that the current labor costs in Jiangxi are not far behind those in Guangdong and Fujian, and the gap has narrowed significantly compared to before.

In some industrial parks in Jiangxi, the income gap between workers in Guangdong and Fujian is not that big, and the difference in monthly salary may be only six or seven hundred yuan.

However, considering factors such as working locally and taking care of their families nearby, they are not necessarily willing to go to coastal areas.

Peng Peng also believes that although wages in developed coastal areas are higher, there is still the cost of being far away from home.

Working near my hometown, I can go home often, and I can take care of the elderly and children. These are difficult to reflect in the cost.

Those who do not have strong economic demands may prefer to have a lower salary, but they are also willing to stay near their hometown.

Therefore, if the coastal areas want to attract workers, they must intensify their efforts.

Ma Zhihui said that labor shortages not only exist in coastal areas, but also in Jiangxi.

"We went to the parks in Jiangxi to investigate and found that many companies were unable to recruit workers. This is related to the small room for wage increases in labor-intensive industries. If wages cannot rise, it will be more difficult to recruit workers." Ma Zhihui said, skilled workers or skilled workers It is relatively scarce and often unavailable.

According to Peng Peng's analysis, the labor demand in coastal areas will be tight this year.

Because of the people who came back to the Midwest last year, there are some people who won't go back to the coast.

At the same time, the decreasing trend of the working-age population is superimposed year by year, and the surplus labor force in rural areas is already small.

In addition, after the optimization of epidemic prevention and control measures, the demand for labor in the service industry will rebound significantly this year, which will also exacerbate the tension in manufacturing labor.

But to some extent, this will further promote the transformation and upgrading of the industry and accelerate the high-quality development of the economy.
