The second-generation charter scammers beyond Hwagok-dong are pants owners wearing the mask of a rental business, and an individual transfers the title of over 1,000 houses without spending a penny, and is called 'king' or 'god' and recovers to tenants. It does damage that is hard to do. 



If so, what is the background that allowed charter fraud to evolve in terms of scale and method?

Representative of the Second Generation Fraud - '2400 Organization'

The representative second-generation charter fraud organization is the '2400 organization'.

They are also called the 'Villa Gods' gang.

Because four people own nearly 3,500 homes.

The person called God is Mr. Kwon, who owns the largest number of houses among them, around 1,200.



However, Mr. Kwon is just the president of the pants.

The person who planned the charter scam behind Mr. Kwon was Mr. Choi, who was between seniors and juniors.

Since 2018, Mr. Choi has engaged in charter fraud by attracting Mr. Kwon and his sister-in-law, Mr. Park.

Then, he attracted Mr. A from 2021 because he thought that three names including himself were not enough.

The characteristic is that there are four holders, but the same cannon phone number, '010-xxxx-2400', is written on the charter contract with them.



This number is the cell phone number Choi uses, and Choi has been using this number to do everything from managing tenants and the owner of the bar to registering as a rental business and signing up for guarantee insurance.

That's why SBS named Choi's gang as '2400 Organization' instead of 'God of the Villa'.



Charter fraud that grows on guarantee insurance

The reason why we talk about the 2400 organization instead of talking about guarantee insurance is because the time when the 2400 organization is in full swing exactly overlaps with the legalization of the rental business's obligation to sign up for guarantee insurance.



From mid-January 2021 to 8 months, the number of houses transferred to Mr. A's name is a whopping 1,037.

The reason we were able to buy so many homes at such a rapid rate was because the three beats were right.


1) The landlord bought the villa in a way that he took on the deposit debt without raising funds, so 'Eulgu' was clean on the register,


2) As it is a rental business registered with the authorities, it is easy to renew the lease contract period if the house is okay,


3) With the decisive change in the law, from August 2020, rental businesses are obliged to sign up for guarantee insurance, so the belief that it is a 'safe charter property' has arisen.


In fact, the three conditions listed above are the reasons why most tenants are helplessly deceived even before the charter fraudulent sale.



In particular, tenants are most relieved when it comes to being able to sign up for guarantee insurance.

This is because if you only have insurance, you can get your deposit back even if it is a charter fraudulent sale.

Therefore, deposit guarantee insurance, the last bastion of tenants, is ironically also the king maker that has created countless villa kings.


The phone number has never changed.

Although there are institutional devices that can put a brake on the abuse of guarantee insurance.



Among landlords who have paid deposits on three or more occasions, HUG is a lessor who has no will to repay due to loss of contact △ a person who has no history of voluntary repayment in the past year △ a person whose total uncollected debt exceeds KRW 200 million △ other intensive management is required The landlord, who is one of the persons designated by the head of the sales department (management center), is designated as a 'malicious lessor' and is under intensive management.

If the charter fraudster is designated as a malicious lessor, it is impossible to purchase additional guarantee insurance, so it is impossible to abuse the guarantee insurance.



Mr. Choi, the main culprit of the 2400 organization, as well as Mr. Park and Mr. Kwon, the presidents of the pants, were also listed as malicious lessors one after another from July 2021, and can no longer sign up for guarantee insurance.

This is why the 2400 organization was looking for a new president (Mr. A).

If you find a new nominee who is not registered as a malicious lessor, the 2400 organization will be able to parasitize on the guarantee insurance system and increase the number of houses. 



As mentioned earlier, the 2400 organization used a phone number written as '010-xxxx-2400' from charter contract to insurance subscription.

If, at least in July 2021, it was discovered that some of the malicious lessors they manage signed a charter contract with the same number and then caused a warranty accident, they were committing charter fraud with a new name.

HUG also had an opportunity. 



However, the opportunity was not taken advantage of, and after Mr. Choi and others became malicious landlords, at least 55 of the houses in the name of Mr. A were covered by guarantee insurance.

The irony is that even though the pants boss of the 2400 organization has changed, the cannon phone number '010-xxxx-2400' used for charter fraud has never changed.
