Although the circumstances are disparate,

the complaints are common

: the pandemic exposed the weaknesses of a public sector that does not have

enough staff

to undertake a growing volume of work and its employees, in addition to being saturated, feel

poorly paid.

CSIF

, the majority union of civil servants and labor personnel, detected in 2020 that the Administration had a

deficit of some 106,000 workers

who, in their opinion, should be covered within a period of three years -ending in 2023- to which they added around

280,000 workers who would need to specifically incorporate Health

in a period of ten years to be standardized to the European standards of professionals per number of patients.

"The effects of the pandemic have highlighted the

structural needs of our public administrations

, which have been

stressed and on the verge of collapse

in areas such as health and educational centers, the Public State Employment Service (SEPE), Social Security or the Administration of Justice, due to the increase in the volume of files," denounces CSIF.

From December 2020 to December 2022, the number of public employees registered with Social Security has grown by

126,799 people,

according to affiliation data that coincides with that of the EPA.

The Public Administration, Defense and Social Security has gained 63,805 employees

;

Education, 33,729 teachers;

and Health, 7,381 professionals, but these net incorporations (the gain of workers in each sector discounting those who have been lost due to retirement) are not enough for the employees or their union representatives.

Work inspection

The

Labor Inspectorate

has been the last group to join the protests with a

concentration this Monday

in all Spanish cities, prior to the

strike called for this Wednesday,

to protest because the Government has breached the agreement signed in July 2021 in the who promised to solve the serious shortage of personnel and the lack of professional career in the organization that leads many inspectors to abandon their work -through a plan to reward the performance and activity of the staff endowed with 6 million euros-.

Currently there are about 2,200 active inspection workers and another 800 support staff;

3,000 people

while there are 20 million Social Security affiliates, 1.4 million companies and 10 million pensioners.

Despite the fact that 200 new positions have been filled with interim staff, before competitive examinations were launched to fill the vacancies, this "has not prevented the situation of the Inspectorate from continuing to worsen day by day, with

a staff that continues to be totally overwhelmed.

According to CSIF calculations, this body has a

deficit of 7,000 jobs.

In the final stretch of last year, there were already concentrations in Madrid, Valencia and Barcelona, ​​and this Friday they will resume again in

Seville

.

"It is expected that within five years

28.5% of the workforce will retire

, and in 10 years an additional 36.08%, that is, almost two thirds of the current workforce, so the organization will collapse. The Ministry intends to meet the needs with the upcoming hiring of

1,615 temporary

staff, a removable staff that

does not solve the structural problems of the organization

SEPE

The State Public Employment Service (

SEPE

) is another of the organizations that has suffered the most in the last three years due to the lack of

human and technical resources,

deficiencies that were especially highlighted with the management of the flood of Regulation Files Temporary Employment (ERTE) during the pandemic.

In the last decade, SEPE has

lost some 3,600 workers

and, although

1,500 interim workers were incorporated in the pandemic,

all of them

were later laid off

, with which the workforce cannot cope.

They manage more than 47 subsidies and in some of the provinces there are

delays of up to 2 or 3 months in the appointment

and recognition of a benefit.

Although in the last extraordinary Public Job Offer 926 interims were hired, CSIF calculates that it would

need at least another 4,000 more

.

The Government's plans go through transforming SEPE into a new Spanish Employment Agency, one of the commitments of the Recovery Plan, but this "will not solve the problems of this body if it is not linked to an increase in the workforce and technological innovation" , they warn from CSIF.

Tax agency

The lack of personnel in the Tax Agency (AEAT) amounts to

5,000 troops,

which makes it

difficult to fight against tax fraud,

warns CSIF.

The Government "has blocked the negotiation of different issues regarding working conditions, such as updating salaries, professional career, mobility or performance evaluation, despite the fact that an agreement was signed in 2007 that contemplated it. In addition, it restricts the possibility of taking advantage of remote work", he laments.

This union has filed an

administrative claim against the Ministry of Finance and Public Function,

for inactivity, so that it publishes once and for all the Royal Decree that develops teleworking in the General State Administration.

"In the specific case of the Tax Agency, it has not been negotiated within the framework of the measures on energy saving, the days are imposed and in many departments it is only allowed to perform one day in this modality of work," they point out.

Health

In addition to the agencies of the AGE mentioned, the

National Health System (SNS)

has also risen up against political leaders due to the

emergencies

, the increase in

waiting lists

and the lack of

professionals

, something that the citizens of all communities suffer directly.

Strikes and stoppages have already been announced in Andalusia, Madrid, Catalonia, Navarra, Extremadura and the Valencian Community.

The National Association of Justice Administration Lawyers (CNLAJ), the Progressive Union of Justice Administration Lawyers (UPSJ) and the Independent Association of Justice Administration Lawyers (AINLAJ) have announced an
