This plan "which I will sign on Thursday with the president of the confederation of tobacconists provides for 290 million euros over five years", he announced.

It is a continuation of the Transformation Fund set up between 2018 and 2022 and endowed with 100 million euros.

The envelope of 20 million euros per year is also renewed from this year until 2027. To this is added 15 million euros per year to help the profession "to secure itself" in the face of burglaries and violent acts.

Tobacconists will also earn more per pack of cigarettes sold.

"The share of the sale of a package that goes to the tobacconist will gradually increase from 8.1% today to 8.35% in 2025," said the minister.

To fight against illicit tobacco trafficking, 45 million euros have been released for the purchase of 22 scanners "which will target postal parcel centers or containers in ports such as Dunkirk, very affected by the increase in traffic", as well as 200 license plate readers, added Gabriel Attal.

The approximately 23,500 tobacconists in the territory, whose network employs 80,000 people, achieved 44 billion euros in sales in 2021, including 21.6 billion from tobacco products.

Forced to diversify in the face of the inexorable decline in their income against a background of the decline in smoking, they seek to reduce their dependence on the activity of selling tobacco.

The tobacconists “have become essential relays of public service missions”, underlined Gabriel Attal.
