The police are currently investigating a gang that engaged in charter fraud with over 3,000 villas.

When they signed a house contract, the victims said that they used a phone number with 2400 on the back.

We met one of these gangs in person and asked about the reality of the organization.



First, this is reporter Ahn Sang-woo's exclusive report.

There are 3,493 houses and 4 owners.



They had as few as 200 and as many as 1,200.



Three were caught by the police in September of last year, but one remains.



We directly tracked down Mr. A to figure out the reality of the 2400 organization.



I was able to meet Mr. A, who owns more than 1,000 villas in Gangseo-gu, Seoul, Gyeonggi, and Incheon, after a search.



Mr. A said that he had become the 'Villa King' before he knew it.



However, he was extremely concerned about revealing his identity, so he asked for a voiceover.



[Mr. A/'2400' organization official (voice substitute): I never dreamed of having 1,000 houses.

I was trembling with fear and couldn't even talk to my house...

The general designer of the '2400 organization' revealed by Mr. A is Mr. Choi, one of the three arrested.



Since 2018, Mr. Choi has attracted Mr. Kwon Mo and his sister-in-law Mr. Park Mo, who are senior and junior, to the president of the pants.



He took about 3 million won per house each time he moved, and when signing a charter contract, he wrote down the phone number ending in '2400' and managed the tenants himself.



When the name was concentrated on three people, including Choi, Mr. A was brought in as the new pants manager to avoid tracking.



In order to expand the scale of fraud, it is a method of recruiting additional bosses with a time lag.

He is now 80 billion rich.

I'm living well without any problems.]



A whopping 1,037 houses were relocated in the name of Mr. A for 8 months from January of the year before last.



This was possible because the realtors who lure tenants and the sales agents who get villas all worked together.

A power of attorney with personal seals under the names of Mr. Kwon, Mr. Park, and Mr. A, certificate of seal impression, certified copy, abstract, and family relation certificate are all bundled into a set.

They spread it to (real estate) consulting companies.]



The police launched a full investigation into 3,493 villas in which 2,400 organizations were involved.

The charter scam crew used a phone number ending in 2400 not only when signing a contract for a house, but also when signing up for a guarantee insurance.

By the way, the Housing City Guarantee Corporation approved it without much doubt even though the number ending in 2400 kept repeating on the insurance subscription documents.

Even after categorizing the per diem as a blacklist, it was not filtered out at all.



Next, this is reporter Jo Yoon-ha's exclusive report.

In October 2021, Mr. A visited the Housing City Guarantee Corporation, HUG, to sign up for the guarantee insurance requested by the tenants.



However, on the desk of the HUG employee, there was already a mountain of insurance applications with his name on them, and the same phone number was written on the documents.



It was 2400, the back seat of Mr. Choi's cannon phone, who brought him into the pants.



[Mr. A/'2400' organization official (voice substitute): It was a document I had never seen before.

I didn't know what guarantee insurance was or what HUG was.

The phone number is 2400.]



The 2400 organization used the same phone number, 2400, when making charter contracts and when signing up for guarantee insurance.



Four people used the same phone number, but Mr. A said that the HUG side approved the subscription without any sanctions.



In fact, the guarantee insurances subscribed to them reached 583 cases for Kwon, 473 cases for Mr. Park, and 201 cases for Mr. Choi.



However, as a result of SBS coverage, HUG was internally managing them as a so-called 'black list', a intensively managed multi-housing debtor with a high possibility of causing a warranty accident.



In July 2021, Mr. Choi and a month later Mr. Park were blacklisted, but after that, HUG gave out 55 insurance subscriptions to Mr. A who used the same number.



The blacklist management was so lax, but the salesman who participated in the fraud said that he had even heard that "there is an assistant to Mr. Choi in the HUG."

'I have my own person in charge.

That friend takes care of it right away when I tell him,' said Mr. Choi.] I

Regarding this, HUG explained that there is no close relationship at all, and that it was not possible to filter out 2400 because it manages the blacklist based on name.

Q. Can Mr. A's claim be trusted?

Q. What is the position of the Housing and Urban Guarantee Corporation (HUG)?



[Reporter Ahn Sang-woo: First of all, the HUG of the Housing and Urban Guarantee Corporation explains that Mr. A visited HUG directly six months earlier than he claimed and submitted an application for insurance himself.

And at the time, he explained that it was more important to allow more tenants to sign up for guarantee insurance in order to protect certain tenants.

However, the most important point in this case is that when HUG submitted an application for insurance insurance to the blacklisted landlord's phone number, HUG was unable to filter it out and accepted the application.

Responsibility for bad debts like this must eventually be filled with national money and taxes.

Because of this, it has become difficult to avoid criticism that HUG's poor screening is one of the causes that further increased the damage of this charter scam.]



Q. What about future police investigations?



[Reporter Ahn Sang-woo: So far, 3 people from the 2400 organization, and 2 people from the sales industry who colluded with them, so 5 people have been arrested.

However, the insiders we met explained that what was revealed by the investigation was just the tip of the iceberg.

For this reason, the National Police Agency decided to investigate the entire process from the purchase process to the name transfer process for all 3,493 houses.

Also, if problems with guarantee institutions such as HUG or supervisory institutions are revealed in the process, these too can also be subject to investigation.]
