In the past five years, the total foreign trade import and export volume of Heilongjiang Province has increased by about 15% annually, of which the total foreign trade import and export volume with Russia has increased by about 20% annually, and the China-Russia Eastern Natural Gas Pipeline has been officially put into operation.
In 2022, the China-Russia Heihe Highway Bridge and the Tongjiang Railway Bridge will open for operation.
The report pointed out that in the next five years, Heilongjiang Province will focus on creating a market-oriented, legalized and internationalized business environment, deeply integrate into the "Belt and Road", better coordinate trade, investment, channel and platform construction, and form a new pattern of all-round opening up to the outside world, making Heilongjiang It has become a new highland for China's opening up to the north.
Heilongjiang Province should comprehensively improve the carrying capacity of its cooperation with Russia, strengthen its strategic docking with the Russian Far East, consolidate and improve investment cooperation with Russia in fields such as agriculture, forestry and fishery, increase exports of machinery and equipment, daily consumer goods, and increase imports of bulk commodities.
Connect with regional agreements such as RCEP ("Regional Comprehensive Economic Partnership Agreement"), expand the scale of imports and exports, and strive to form a diversified market that consolidates Northeast Asia, expands Southeast Asia, radiates Europe, connects the Americas, and connects the Middle East and Africa.
The report also proposes that Heilongjiang Province should improve the operational efficiency of the China-Russia Heihe Highway Bridge and the Tongjiang Railway Bridge.
Build Harbin International Air Cargo Hub and International Logistics Distribution Hub, Suifenhe-Dongning Border Port Type National Logistics Hub, improve the Ha-Sui-Russia-Asia Land-Sea Combined Transport and Harbin-Ou, Kazakh-Russia and other train collection and distribution service systems, and speed up the China-Russia Far East Natural gas pipeline construction.
