As you can see, there are still many people who are killed or injured while working like this, but companies are arguing that the Severe Accident Punishment Act should be eliminated, and the government has begun revising the law.

The reason is that the provisions of the law are ambiguous, and we obtained all 11 indictments indicted by the prosecution and analyzed their contents.

Reporter Kim Gwan-jin covered the story exclusively.

Currently, the business world is raising questions about the effectiveness of the law and strongly demanding revision.

Doosung Industries, the first company prosecuted, filed a request to the court for unconstitutionality.

The basis for the revision claim is the ambiguity of the legal regulations, but in fact, I obtained and analyzed 11 indictments prosecuted last year.

In the case of the death of a worker during the demolition of a Jeju University dormitory last year, the prosecution indicted Mr. A, the representative of a general construction company, along with the site manager of the subcontractor without detention.

In the indictment, the prosecution saw the representative of Woncheong as a manager with the authority and responsibility to represent and oversee the business.

He pointed out that management policies on safety and health and risk improvement work procedures should also be in place.

In all 11 cases indicted, the scope of responsibility of the representative of the prime minister and the requirements for punishment were specifically presented.

[Attorney Kwon Yeong-guk: I'm looking at the part about how to manage as a manager in the enforcement decree.

You can see that what the head of management has to do is very specific.]

Prosecutors and non-prosecution were divided according to safety management measures before the accident.

In February of last year, the CEO of Doosung Industries, whose 16 employees were poisoned with toxic substances, was indicted under the Serious Accident Punishment Act.

However, another company in which poisoning occurred with the same substance was prosecuted only under the Occupational Safety and Health Act for 'installing some exhaust devices'.

The government has now formed a law improvement task force and embarked on revision.

[Lee Jung-sik/Minister of Employment and Labor (November of last year): The number of fatal accidents at workplaces to which the Severe Accident Punishment Act was applied increased because the original purpose was not expressed

. Some point out that the revision is too hasty.
