It's been over a year since the Severe Accident Punishment Act went into effect.

The jungdae disaster punishment law is more than 1 workers in case of more than 1 workers are killed or more than 2 people are injured in case of more than 1 years in prison or less than 10 billion won.

The purpose of the law is that management must directly step forward for the safety of workers.

Then, over the past year after the law was enforced, reporters Joon-ho Jung and Hee-won Je took a look at whether workers would have been safe at work.

This is a video filmed by Park Jong-guk, a construction worker with 20 years of experience.

Two workers stand precariously on rebar posts, installing formwork.

There should be a safety loop at the top to prevent a fall, but the loop is invisible.

On top of tall buildings, the scaffolds on which workers walk are empty.

[There is a risk of falling like this.]

Even though the construction is in full swing, the supports supporting the ceiling are already dismantled in places.

[I dismantled so many system forms in advance.]

Analyzing the workers who died last year, 224 people died by falling, 75 workers got caught in machinery and equipment, and 48 people died from severe collisions.

Safety equipment was lacking, or there was no colleague to look over the site together.

[Park Jong-guk / Construction worker with 20 years of experience: The number of monitoring and supervision has increased a lot, but workers

can work safely by reinforcing facilities on site or providing sufficient air.

has been further strengthened.

However, it is pointed out that the site safety inspection is neglected due to the focus on formal paperwork.

[Lee Ji-hoon/Chief of the National Union of Construction Companies' Safety: Since we pay for labor costs with safety management costs, more than 70% of (safety manager's) labor costs have been used up, and the cost of returning to safety for workers has been greatly reduced.]

This is the construction site of 'DL E&C', which is ranked 3rd in the domestic subcontracting ranking.

In October of last year, a worker in his 50s who was working on a crane connection here fell and died.

Not only here, but last year, all 5 people lost their lives at the construction site of Mr. DL Iann.

1 years since the jungdae disaster punishment law was implemented, still workers are still losing their lives at work.

Workers who died while working reached 542 in the past year.

Even after the enforcement of the law, similar safety accidents in underdeveloped countries continue to repeat, but the task of covering the responsibility is sluggish.

Hwail Pharmaceutical's Hwaseong factory where oil vapor exploded during pipe repair work in September of last year.

While other workers heard the explosion warning and evacuated, the late Kim Shin-young, who was working on wastewater alone, could not escape the site.

Prior to the accident, there was a request from the Ministry of Labor Labor Supervision to establish an evacuation plan, but it was not followed.

[Kim Ik-san/Hwail Pharmaceuticals late Kim Shin-young's father: How are you guys going to take responsibility for this?

If you have to be responsible, the boss should be arrested as a jungdae disaster punishment law.

It's what my son wants.

I went (to the sky) beforehand.]

Investigations into whether or not the Severe Disaster Punishment Act has been violated have been ongoing for four months.

In March of last year, the late Lee Dong-woo was wrapped around a crane seat belt at the Pohang plant of Dongkuk Steel and died.

It has been 10 months since her husband went to heaven, and the baby born during that time will soon be 100 days old.

No one is legally liable.

[Kwon Geum-hee/Dongkuk Steel High School Dongwoo Lee's wife: We have to put the wrong person before the law and punish him accordingly.

(Punishment) It doesn't make sense to mitigate.

As of the end of

November last year, out of 211 cases to which the Severe Accident Punishment Act applies, the prosecution has prosecuted 11 cases, and even though it is a fatal accident, no one has yet been recognized as guilty by judgment.

As deaths are repeated despite the legislative purpose of preventing industrial accidents, and the process of determining who is responsible is not speeding up, bereaved families are asking whether the law is working properly.
