According to the announcement, the quota for small passenger cars in 2023 is 100,000, of which 30,000 are for ordinary vehicles and 70,000 are for new energy vehicles.
Unlike last year, among the new energy indicators, the proportion of household indicators has increased from 70% last year to 80%.
According to the announcement, the allocation ratio of passenger car indicators in 2023 is as follows:
1. Ordinary passenger car indicators.
There are a total of 28,600 quotas for families and individuals, and the lottery is in the same pool for families and individuals; 1,200 quotas for units; and 200 quotas for operating passenger cars.
2. Indicators for new energy passenger cars.
There are a total of 63,600 family and individual quotas, of which 50,880 are household quotas, accounting for 80%, 12,720 personal quotas, accounting for 20%; 3,600 unit quotas; and 2,800 operational quotas.
The reporter learned that on January 1, 2023, Beijing opened the reporting period for small passenger car indicators in the first half of 2023, which will end on March 8, 2023, a total of 67 days.
The Beijing Municipal Transportation Commission stated that from January 1 to March 8, individuals and "car-free families" apply for quotas, couples apply for changing registered vehicles, and "one person with multiple vehicles" owners apply for transfer of registered vehicles to relatives, etc. You can log in to your personal account through the "Beijing Small Passenger Car Index Regulation and Management Information System" to perform operations such as declaration and modification of information.
It is reported that in order to effectively improve the scientificity, pertinence and fairness of the allocation of passenger car indicators in Beijing, the "Interim Regulations on the Regulation of the Number of Small Passenger Cars in Beijing" will be officially implemented on January 1, 2021.
The new regulations adjust the proportion of new energy indicators for households, and set a three-year transition period, that is, in addition to the indicators allocated to units and operating passenger cars, 60% of the allocation indicators for new energy passenger vehicles in 2021 will be given priority to "car-free households" allocation, and the rest will be allocated to individuals; the proportion will be adjusted to 70% in 2022; and the proportion will be adjusted to 80% in 2023 and beyond.
At the same time, in order to guide and encourage the "oil-to-electricity" replacement of existing vehicles, it is clarified that new energy passenger vehicles purchased with ordinary passenger vehicle quotas can still apply for ordinary passenger vehicle renewal quotas after they are sold and scrapped.
