Final accounts information should be disclosed to the fullest extent, the breadth and depth of disclosure should be continuously expanded, and the management level of budget and final accounts disclosure should be continuously improved.

  From August to October 2022, the Ministry of Finance organized a special inspection on the disclosure of budgets and final accounts of all provinces, autonomous regions, municipalities directly under the Central Government, and cities under separate state planning in 2021.

This is the sixth time since 2015 that public inspections of local budgets and final accounts have been carried out across the country.

  According to the Ministry of Finance, there are 3,075 and 3,074 local governments at all levels that should disclose their budgets and final accounts in 2021, and all of them have been disclosed.

In 2021, 229,900 and 231,700 local departments at all levels should disclose their budgets and final accounts, respectively, and 6 and 3 did not make public.

The number of local governments and departments that have not disclosed their budgets and final accounts has been in single digits for four consecutive years since 2018, and the basic realization should be made public.

  On the 2021 ranking list of local budget and final account disclosure, provinces and cities such as Guangdong, Hebei, Hunan, Chongqing, Henan, Zhejiang, Fujian, Anhui, Jilin, and Shandong rank among the top.

  The Ministry of Finance stated that all localities are also stepping up efforts to promote the disclosure of budgets and final accounts of departmental units. The overall disclosure work in 2021 is progressing smoothly, laying a good foundation for striving to achieve full coverage of departmental units' budget and final accounts disclosure in 2022.

In 2021, 94.89% and 91.17% of units affiliated to local departments at all levels should disclose their budgets and final accounts.

  All localities adapt measures to local conditions, continuously establish and improve the institutional system, normalized supervision mechanism, and assessment reward and punishment measures for the disclosure of budgets and final accounts, and fully promote the standardization, normalization, and institutionalization of the disclosure of budgets and final accounts. , Improving the data review process and other measures to further improve the integrity and accuracy of public data.

  The inspection also found that there are still weak links in the disclosure of some local budgets and final accounts: 6 departments have not disclosed the 2021 departmental budget, and 3 departments have not disclosed the 2020 annual departmental accounts; Open; some localities and departments have incomplete, detailed, and inaccurate disclosures; some departments' disclosures are not readable enough.

  The Ministry of Finance requires all localities to increase the disclosure of government budgets and final accounts, expand the scope of disclosure of departmental budgets and final accounts, refine the disclosure content of government and departmental budgets and final accounts, continuously improve the timeliness, completeness, and standardization of disclosure, and release "clear accounts" to the public.
