Prior to this, some provincial cities in our province actively explored and tried first.

In 2020, the Zhengzhou Municipal Department of Natural Resources, in conjunction with relevant units such as housing construction, housing management, and taxation, will take the lead in launching a pilot project of "handing over the house and handing over the certificate" in Zhengdong New District.

Since then, Kaifeng, Luoyang, Anyang, Luohe and other provincial cities have successively carried out pilot work, and the division of departmental responsibilities, various types of information sharing, publicity of project lists, formulation of approval procedures, participation of development companies, and constraints on house purchase contracts, etc. We have actively explored each link of "Certificate" and summarized and accumulated experience.

  The Provincial Department of Natural Resources gave full play to its leading role, summarized the implementation experience of cities and counties in the province, further standardized the work procedures, and restrained the behavior of developers. With evidence to rely on, we have made efforts from various aspects such as system, process, and service, and established a new real estate registration service model of "handing over the house and handing over the certificate", which eliminated the disadvantages caused by the asynchronous delivery of the house and the certificate from the source, and achieved positive results. reform results.

On July 15, 2022, with the consent of the provincial government, the Provincial Department of Natural Resources and 13 provincial-level departments issued the "Implementation Opinions on the Full Implementation of "Certificate Upon Handover" for Newly-built Commercial Housing". Responsibilities set out specific requirements.

  "Certificate upon handover" forces enterprises to fulfill their main responsibilities, develop and construct according to law, operate honestly and perform contracts.

At the same time, it is of great significance to regulate the real estate market to effectively protect the legitimate rights and interests of home buyers and make home buyers feel more at ease and at ease when buying a house.

  As of the end of 2022, 507 projects (communities) in the province have realized the "certificate of real estate delivery", and a total of 182,899 certificates have been issued.
