The Yoon Seok-yeol administration is pushing for reform, claiming that the policy to strengthen health insurance coverage under the previous administration destroyed the health insurance finances.

It was read as a de facto declaration of scrapping of 'Moon Jae-in Care'.



The ruling party, which has launched support fire, and the opposition party, which opposes the erasure of Moon Jae-in, are hot in controversy.



The 'Actually' team has secured an additional budget breakdown for the last five years, Moon Jae-in care.



It is true that it is 21,261.6 billion won, or about 20 trillion won.



4 trillion won for so-called severe drug expenses, such as support for rare disease treatments, and 2.6 trillion won for the expansion of the co-payment ceiling system that supplements hospital expenses depending on income level.



If you look straight ahead, items to support the vulnerable, such as infertility treatment, implants for the elderly, and hospitalization for children, were calculated at around 3.8 trillion won.



Now, there are two things to point out.



Are the moral hazards such as overtreatment and unjust payment due to Moon Jae-in’s care really serious?



Furthermore, can our finances withstand Moon Jae-in Care in the long run?



Last July, the Board of Audit and Inspection said, "The amount of violation of the wage standard is suspected to be 160 billion won" in relation to ultrasound and MRI treatment fees, which are considered a representative example of moral hazard in care, but it is an estimate and cannot be accurately known.



In fact, the team was also unable to find clear data to measure the scale of moral hazard, and this part seems to require systematic investigation and analysis by the government.



It is true that Moon Jae-in Care had a negative impact when looking at the health care finances alone.



Government subsidies for health insurance jumped from 6 trillion won to 9 trillion won in 2020.



As it is an issue directly related to the life and health of the people, it is time to have a rational discussion, including contemplation of such financial measures, rather than a wasteful political battle.
