  According to the blue book, compared with 2020, the impact of the new crown pneumonia epidemic on the Chinese lottery market in 2021 will weaken, with a total of 373.285 billion yuan of lottery tickets sold, an increase of 11.8% year-on-year.

In 2019, mainly due to the high-frequency quick opening and the adjustment of the quiz game rules, lottery sales fell by 17.5% year-on-year.

In 2021, the Chinese lottery market will achieve positive growth after two consecutive years of declining sales.

  The blue book pointed out that in China's lottery market in 2021, welfare lottery sales will be 142.255 billion yuan, a year-on-year decrease of 1.50%; sports lottery sales will be 231.030 billion yuan, a year-on-year increase of 21.94%.

Compared with Welfare Lottery, sports lottery sales have increased significantly, mainly due to the postponement of the European Cup to 2021, which has driven a significant increase in quiz-type lottery sales.

  According to the blue book, among the 31 provinces across the country in 2021, the top five provinces in lottery sales are Guangdong, Zhejiang, Jiangsu, Shandong, and Henan, with sales exceeding 20 billion yuan.

These five provinces are the same as the top five provinces in terms of GDP in China, but the specific order is slightly different.

  The blue book also pointed out that in 2021, the proportion of China’s lottery public welfare funds will be 28%, that is, for every 100 yuan of lottery tickets purchased on average, 28 yuan of public welfare funds will be raised for the country.

Different types of lottery games have different proportions of public welfare funds.

Take the national lottery digital lottery game as an example, its public welfare fund raising ratio is 36%.

For every 100 yuan of Shuangseqiu lottery tickets purchased, 36 yuan will be used as lottery public welfare funds, and 51 yuan will be used as lottery winning prizes.

  The Blue Book believes that the lottery public welfare fund has become an important source of funds for the National Social Security Fund.

In 2021, the central lottery public welfare fund will allocate 31.089 billion yuan to the National Social Security Fund, accounting for 61.84% of the total annual funds of the public welfare fund, an increase of 23.73 percentage points compared to 2020.
