This is a small apartment in Villa Village, Hwagok-dong, Gangseo-gu, Seoul.



There are 22 houses here.



Eight of these houses were purchased by a 26-year-old surnamed Kim for more than 2 billion won.



There are only four owners in their 20s, including Mr. Kim.



They own 19 homes here alone.



I saw for myself how I was able to purchase these homes at such a young age and without a loan.



A real estate agency where the house owned by Mr. Kim was put up for sale on a charter basis.



Brokers start by talking about temporary contracts.



[Real Estate Broker: If possible today, first deposit the amount of the temporary contract with 2 million won...

When he said he would meet the landlord first, he explained that he was abroad.



[Real Estate Agent: The current landlord is currently living abroad, so your mother will come as an agent.]



Will Mr. Kim be abroad?



When I went to Mr. Kim's address on the certified copy of the register, it was a small villa nearby.



There are various bills in the mailbox, and the door is firmly closed.

As a result of the coverage, Mr. Kim was arrested and imprisoned for the crime of illegal video recording, and was also under investigation for fraudulent charter.



The landlords in their 20s, including Mr. Kim, were the so-called 'bosses' who bought houses without paying a penny, only paying the name and taking the deposit for the jeonse.



They said that they were willing to give up their name to the brokers who said, "You can see the market profit after two years and drop out."



[Mr. A/Owner in his 20s: (I didn't even pay, but didn't you think, 'How can this become my name'?) Rather than owning it, I thought it would become money later.

To be honest, I wouldn't have anything to say if the tenants suffered damage, but I didn't know that this was a charter scam.]



Some of the bosses even used houses under their names to fraudulent leasehold loans, and were investigated by the police.

There is a tenant, but there is no vacancy, so a person pretending to be a tenant takes out a loan.

(How much was the actual loan?) 200 million…

200 million.

I didn't either at first.

In the industry, it is known that brokers usually provide back money of around 3 million won per villa to the boss. It is also happening one after another that people with disabilities or basic welfare recipients are tricked into claiming that they can make a big profit, and put forward as the boss of the pants.

Q. Crackdown on charter fraud, what are the blind spots?

The 20-year-old barge manager I met also revealed that there were no issues raised by the supervisory authority while the names of the houses worth billions of won were transferred.

Therefore, it seems necessary to strengthen the review of guarantee institutions in the future.]



Q. What are the measures to prevent charter fraud?



[Reporter Ahn Sang-woo: There are amendments to the law to disclose information on malicious landlords in advance, or amendments to the law to provide information to tenants about whether the landlord is in arrears or not, but it is yet to be passed by the National Assembly.

So, tenants themselves need to be careful.

First of all, if the house you want to rent is new and there is no transaction history, or if the 'transaction price' shown on the certified copy and the amount of the deposit required by the landlord are the same, you need to be careful.

And if you want to enter, you need to take out a copy of the registration of not only the house but also the entire building to see if the landlord owns other houses as a gap investment method.]
