Recently, charter fraud is prevalent in newly built villas, but there are not many transactions, so the market price is opaque.



Three landlords in their 40s bought several villas by receiving deposits on a charter basis and paying the balance without a penny of their own money, and when they were unable to return the deposits, they sold them to a corporation that existed on paper established by another conspirator and disappeared.



In addition, there was a method in which the client paid a commission to the broker, and the broker induced a charter contract with a high deposit by saying that the client would pay interest subsidy, and then later handed over the building to the so-called “boss.”



The problem is that it becomes almost impossible for victims to get their deposit back.



This is a villa in Gwanak-gu, Seoul, where the landlord did not return the deposits of 30 tenants a year ago.



The landlord was eventually sentenced to prison for fraud, but the confirmed debt of the landlord was 25 billion won.



Most of the tenants have been scattered without getting their deposits back.

Among the cases received at the center, 106 transactions suspected of charter fraud were requested to be investigated.

In the case of last month's charter guarantee accident amount, it is already approaching 200 billion won, which is now more than 20% higher than a month ago.

Of course, this is very important, but it is pointed out that the government's countermeasures, which focus on ex post support measures, should be turned into preventive measures.

As one of the countermeasures, a bill has been proposed to disclose the list of malicious landlords who habitually take away tenants' deposits, but it has not yet passed the National Assembly.

Some point out that when the Housing and City Guarantee Corporation approves the purchase of guarantee insurance, it is necessary to examine the lessor's qualifications more meticulously than now, and to fix this real estate transaction system in which one individual can hold more than 1,000 houses in the first place.]
