From January 1, 2023, the minimum wage (minimum wage) in Russia will increase by 6.3% - from 15,279 to 16,242 rubles.

The corresponding law on Monday, December 19, was signed by President Vladimir Putin.

In accordance with the document, the procedure for calculating the minimum wage for 2023 and 2024 will also be changed.

Now the indicator will grow in an accelerated manner: its increase will depend on the growth rate of the subsistence minimum (PM) of the able-bodied population in Russia as a whole and should exceed them by three percentage points.

So, from January 1, 2023, the living wage for able-bodied Russians will be indexed by 3.3% - from 15,172 to 15,669 rubles.

The per capita PM will be 14,375 rubles, for pensioners - 12,363 rubles, and for children - 13,944 rubles.

Recall that the minimum wage sets the minimum wage that a full-time employee can receive.

In addition, the indicator is used to calculate benefits for temporary disability, as well as for pregnancy and childbirth.

The living wage, in turn, is used to assess the needs of citizens when providing such state support measures as monthly payments to low-income families with children.

In 2022, against the backdrop of sharply increased inflation, the minimum wage and subsistence wages were indexed twice - first by 8.6%, and then by another 10%.

An additional increase in indicators from January 1, 2023 will partly compensate the Russians for the increase in consumer prices that has occurred over the past 12 months.

This was announced in September by the Minister of Labor and Social Protection of the country Anton Kotyakov.

“The aggregate growth rate of basic social guarantees will be higher than the projected inflation of 12.4%.

The total annual growth of the subsistence minimum will be 13.6%, and the minimum wage - 16.9%," Kotyakov noted.

Note that in accordance with the Constitution of Russia, the minimum wage cannot be less than the subsistence level of the able-bodied population.

In 2023, the difference between these two indicators will be almost 4%, and by the end of 2025 it should increase to 10%, according to the Ministry of Labor.

Moreover, in the future, the authorities intend to bring the corresponding value to 30%.

Against this background, earlier Vladimir Putin instructed the government to prepare additional proposals for the accelerated growth of the minimum wage and increase its gap from the subsistence minimum.

This, according to the head of state, will make the budgets of Russian families more sustainable.

“We need to continue to increase the minimum wage, and at a rate above inflation and average wage growth.

Among those who work, there should not be poor people who can barely make ends meet.

Work, it is work that should provide a person with a decent income, ”Putin stressed.

According to the head of state, in 2023 the priority task for the federal government and the regions should be to ensure a noticeable, tangible growth in real wages.

As part of this work, from January 1, 2023, it is planned to launch a universal monthly allowance.

“It will combine a number of existing social protection measures, including payments that are provided in connection with the birth or adoption of a child up to the age of three, as well as for children from three to seven years old and from eight to 17. It will also be prescribed for pregnant women. women with low incomes.

According to Deputy Prime Minister Tatyana Golikova, it is planned to establish uniform rules for calculating benefits in all regions of Russia.

The amount of such financial support for families with children will depend on the income of the parents and may be 50, 75 or 100% of the regional subsistence level per child.

So, if after receiving a payment in the amount of 50% of the subsistence allowance for children (in 2023 it will be 6,972 rubles), the average family income per person still does not exceed the subsistence level per capita (14,375 rubles), then the amount of the allowance will be increased up to 75% (10,458 rubles).

If this is still not enough, then the amount of the payment will be increased to 100% of the subsistence minimum for a child - up to 13,944 rubles.

Moreover, families with low incomes will be able to receive a single allowance for each child, regardless of the order of birth, Tatyana Golikova noted.

According to her, today not all needy parents with children under three years of age are covered by state support.

“A payment for a second child can now only be issued from maternity capital, and benefits for third and subsequent children are not currently paid in seven regions.

With the introduction of a single allowance, these problems will be solved,” the Deputy Prime Minister emphasized.

In addition, in addition to the unified allowance, families with incomes below two subsistence minimums per person will be able to receive a payment in the amount of one subsistence minimum per child (13,944 rubles).

This form of support can also be issued for each of the children, regardless of the order of birth.

Also, needy women who are registered in the early stages of pregnancy will receive a single allowance in the amount of 50, 75 or 100% of the regional subsistence minimum for the working population.

On average for the country next year, these will be the amounts of 7,835, 11,752 and 15,669 rubles.

To apply for a single allowance, you will need to submit only one application without additional information.

Russians will be able to do this electronically through the public services portal from December 28 this year or personally contact the MFC or the Social Fund of Russia starting from January 9, 2023.

“The first payments to families with children will begin to arrive in the second half of January.

The single benefit... will support 10 million children and pregnant women.

In total, the state will allocate 1.7 trillion rubles for these purposes in 2023,” Golikova said.
