Remarkable results have been achieved in promoting energy supply and price stability

  The spokesperson of the National Development and Reform Commission said that since the beginning of this year, the international energy supply situation has been severe and complicated, and energy prices have remained high, which has had a negative impact on ensuring energy supply and stable prices during the peak winter.

In the face of these difficulties and challenges, the National Development and Reform Commission, together with all relevant parties, conscientiously implemented the decisions and deployments of the Party Central Committee and the State Council, gave full play to the role of the inter-ministerial coordination mechanism for the guarantee of coal, electricity, oil and gas transportation, made every effort to strengthen overall coordination, and completed all tasks in advance. Remarkable results have been achieved in promoting energy supply and price stability.

  First, coal production grew rapidly.

From January to November, the national raw coal production increased by 9.7% year-on-year, and the average daily coal production has remained high since the heating season, laying a solid foundation for energy supply.

Second, the power supply capacity continued to improve.

As of the end of October, the total installed capacity of power generation in the country reached 2.5 billion kilowatts, a year-on-year increase of 8.3%. Among them, the total installed capacity of hydropower, wind power, photovoltaics and other renewable energy power generation reached 1.12 billion kilowatts.

In the first three quarters, the new installed capacity of renewable energy accounted for 78.8% of the country's newly installed power generation capacity.

Third, oil and gas production grew steadily.

From January to November, the national crude oil output was 188 million tons, an increase of 3.0% year-on-year; the natural gas output was 197.4 billion cubic meters, an increase of 6.4%.

Do all kinds of work to keep warm and keep supply

  The spokesperson of the National Development and Reform Commission said that at present, the coal storage of power plants nationwide has exceeded 176 million tons, a significant increase year-on-year, and the supply of electricity and natural gas is also relatively sufficient.

Recently, the spot quotations of thermal coal traders in Beibei Port have dropped significantly compared with the previous period. On December 14, the LNG transaction price in Shanghai Petroleum and Natural Gas Trading Center was about 5.6 yuan/cubic meter. The spot transaction price is far below the international level.

In the next step, the National Development and Reform Commission will continue to deepen the construction of the energy production, supply, storage and marketing system with relevant parties, and do a solid job in keeping warm and supplying.

  The first is to ensure energy security and supply.

Further tap the potential of coal mines in production to expand capacity and increase production, guide coal-producing provinces and coal production enterprises to maintain stable production under the premise of ensuring safety, and ensure a stable coal supply.

Strengthen the management of unplanned outages and blocked output of thermal power, optimize hydropower dispatching to maintain peak capacity, and ensure peak power supply.

Organize major oil and gas companies to produce safely and at full capacity, and increase the production and supply of unconventional gas such as coal-based gas and coal-bed methane.

Promote the diversification and stability of energy imports to ensure energy supply.

  The second is to ensure the warmth of the masses for the winter.

Improve the comprehensive emergency dispatch mechanism of coal, natural gas, and electric power, strengthen dispatch arrangements, and focus on improving energy peak capabilities.

Organize and formulate contingency plans in advance, make preparations for the subsequent cold wave weather, and firmly guard the bottom line of energy consumption for people's livelihood.

Do a good job in keeping warm and supply in key areas and during key periods, closely monitor the inventory of heating companies in the Northeast, and strengthen railway transportation guarantees; coordinate the use of gas storage, strictly perform contracts, and ensure the supply of gas for people's livelihood in key areas such as Beijing and Hebei; ensure Energy supply during key periods such as New Year's Day and Spring Festival.

  The third is to ensure the energy demand for economic and social development.

Organize the signing and performance of medium and long-term contracts for thermal coal and electric power, guide and urge supply and demand enterprises to connect resources and sign contracts, and effectively ensure the stable supply and price stability of coal and electricity this winter and next spring.

Maintain full and stable nuclear power generation, promote wind power and photovoltaic power generation for multiple purposes, make good use of inter-provincial and inter-regional transmission channels, and achieve mutual benefit and complementarity between peaks and valleys.
