From next year, the threshold for safety diagnosis for reconstruction will be significantly lowered.

In the diagnosis criteria, the weight of 'structural safety' is lowered, and the criteria for immediate reconstruction as a result of the judgment are expanded.

Whether or not to rebuild is determined by adding the evaluation score considering the weight of four items: structural safety, residential environment, facility deterioration, and cost-benefit.



The government explains that the complexes that have passed the safety diagnosis have drastically decreased due to the strict evaluation criteria, which has shrunk the foundation for supplying quality housing in the city center and worsened the residential environment.



Accordingly, the Ministry of Land, Infrastructure and Transport decided to reduce the proportion of structural safety among safety diagnosis items from 50% to 30% of the total.



The proportion of the residential environment score is increased from the current 15% to 30%, and the proportion of facility aging is increased from the current 25% to 30%.



In this case, the government predicted that even if there are no serious problems with structural safety, the possibility of reconstruction will increase in complexes with insufficient parking spaces, excessive noise between floors, and deteriorated plumbing such as heating and water supply.



At the same time, the subject of 'conditional reconstruction' judgment was reduced, and the adequacy review of public institutions, that is, the secondary safety diagnosis was limited to only when necessary by local governments.



Until now, in most cases, conditional reconstruction judgments were made in the first safety examination conducted by the private sector, and then final reconstruction was rejected in the second safety examination, which acted as an obstacle to project promotion.



Currently, among more than 200 apartments that have been built for more than 30 years and whose reconstruction period has arrived, 1,120 complexes nationwide have not passed the safety inspection.



The Ministry of Land, Infrastructure and Transport plans to implement this plan within the next month after an administrative notice.
