The first is

The second is to
ensure the orderly transportation services.
Implement the requirement that "non-high-risk areas shall not restrict the flow of people, and shall not suspend work, production, or business", and shall not arbitrarily suspend or restrict passenger services in non-high-risk areas.
Under the leadership of the local joint prevention and control mechanism, do a good job in guaranteeing emergency travel services in high-risk areas.

to ensure the smooth flow of traffic and logistics.
Cooperate with relevant departments to implement that roads, waterways, and ship lock epidemic prevention checkpoints "should be withdrawn as much as possible", and vehicles and ships should not be restricted at will.
It is not allowed to shut down expressway service areas, port terminals, railway stations, aviation airports and postal express distribution centers without authorization on the grounds of epidemic prevention and control.
It is strictly forbidden to block or close expressways, ordinary roads, and waterway locks without authorization.

strengthen the protection of employees.
Conscientiously organize the front-line employees of transportation and logistics to be included in the "white list" management, and supervise and urge personal protection, vaccination and health monitoring.

Nucleic acid testing is carried out for employees in high-risk positions in accordance with relevant regulations, and other personnel are willing to do all the inspections.
