In May 2003, when the Korea Cargo Solidarity started a collective refusal to transport goods.



At the time, the Roh Moo-hyun administration accepted the union's demands, such as expanding diesel tax preservation and lowering highway tolls, based on a 'resolving the situation through dialogue'.



However, when they went on strike again after three months, they took a hardline response.
