1. Supplier application conditions
(1) Conditions for suppliers to apply for entry.
Suppliers who apply to enter the "832 platform" should be market entities such as enterprises registered in the 832 poverty alleviation counties producing agricultural and sideline products, farmers' professional cooperatives, and family farms, with strong industrial driving capabilities and a clear mechanism for linking agriculture and leading agriculture .
Leading agricultural industrialization enterprises, strong agricultural towns, and "one village, one product" demonstration villages and towns are given priority to settle on the platform.
Trading enterprises registered in the 832 poverty alleviation counties can be entrusted by suppliers to sell agricultural and sideline products on the "832 platform".
(2) Product application conditions.
The agricultural and sideline products sold by suppliers on the "832 platform" should be produced in poverty-stricken counties, meet the national standards for agricultural product quality and food safety, and have a significant effect on increasing the income of the poverty-stricken people in the region.
Prioritize support for green food, organic agricultural products, agricultural products with geographical indications, products that have obtained a certificate of compliance with the commitment to edible agricultural products, and products related to leading industries determined by the characteristic industry planning of poverty alleviation counties.
2. Supplier review and recommendation process
The poverty-stricken counties have established the "832 Platform" supplier review and recommendation mechanism of "subject voluntary application, county-level department recommendation, and platform review".
(1) Supplier application.
Suppliers submit online applications for entry through the "832 Platform" supplier review and recommendation management system (gy.fupin832.com, hereinafter referred to as the management system), and fill in market entity information and product information as required.
Trading companies that are entrusted by suppliers to sell agricultural and sideline products on the "832 platform" should submit company information and sales authorization letters issued by the suppliers they represent as required.
Trading companies that purchase agricultural and sideline products from farmers in poverty-stricken counties and sell them on the "832 platform" do not need to provide a sales authorization letter, but should make a written explanation of the source of the agricultural and sideline products sold.
Trading companies can be entrusted by suppliers to submit applications on their behalf in the "832 Platform" management system.
Suppliers and trading companies are responsible for the authenticity of the submitted application materials and the effectiveness of the joint agricultural assistance.
(2) Recommended by the department.
The agricultural and rural departments of poverty-stricken counties, together with the rural revitalization department, established the "832 Platform" supplier review and recommendation mechanism.
According to departmental responsibilities and industry management, county-level agricultural and rural departments focus on checking the production and operation status of suppliers, product supply capabilities, and quality and safety, and county-level rural revitalization departments focus on monitoring suppliers' cooperation with farmers and helping people out of poverty to increase their income. check.
The recommendation work shall be completed within 10 working days after the supplier submits the application.
(3) Platform review.
"832 Platform" completes the review of information on suppliers recommended by county-level departments within 5 working days in accordance with the requirements of relevant laws and regulations on online sales platforms.
The "832 Platform" will open sales authorization for suppliers who have passed the audit.
3. Supplier management and service
(1) Strengthen dynamic management of suppliers.
The county-level finance, agriculture and rural areas, rural revitalization, supply and marketing cooperatives and other departments of poverty alleviation counties strengthen dynamic management of suppliers and products, clarify the division of responsibilities, and strengthen the quality, price, authenticity of origin, and sales volume of products sold by suppliers on the "832 platform" Supervision and inspection in other aspects, urging suppliers with problems to rectify, and disqualifying suppliers if the circumstances are serious or refuse to rectify.

4. Strengthen the organization and implementation
