Transportation and logistics are the meridians of the market economy and an important support for people's livelihood.

Facing the recent severe and complicated epidemic situation, China has taken multiple measures to unblock the logistics artery and make every effort to escort and protect the "lifeline" of supply.

Go all out to break through the stuck points

Affected by the multi-point spread of the epidemic, the problem of excessive traffic control still occurs in some areas, which has caused the work of ensuring traffic and smoothness to face rebound pressure.

The executive meeting of the State Council of China held recently proposed that the logistics guarantee and smoothness guarantee work mechanism should be continuously coordinated to break through the blocking points in time.

Since November 12, the Ministry of Transport of China has revised and issued a number of guidelines for epidemic prevention and control in the field of transportation. The revised content involves passenger transportation and freight transportation, covering roads, waterways, ports, etc.

"These documents and guidelines are based on adhering to the scientific and precise prevention and control of the epidemic, and adopt more scientific and precise prevention and control measures in terms of passenger and cargo transportation, isolation and transshipment, evacuation of stranded personnel, and smooth logistics. To win the battle against the normalization of epidemic prevention and control and provide effective transportation guarantee." said Shu Chi, spokesman of the Ministry of Transport.

In response to the "one-size-fits-all" restrictions on the passage of trucks in some areas, requiring truck drivers to wait for nucleic acid test results on the spot, and insufficient guarantee of life services for stranded truck drivers, the Ministry of Transport issued the "Five Strict Prohibitions" and announced to the public a nationwide 24-hour on-duty phone calls for transportation and logistics in all provinces; emphasize one-on-one coordination to solve the problem of excessive traffic control, ensure the smooth passage of trucks, and resolutely prevent layer upon layer and "one size fits all" problems from rebounding.

"The 'Five Prohibitions' and related measures play an important role in solving excessive traffic control behaviors in a timely manner, resolving the current outstanding problems in ensuring traffic and smoothness, and supporting the smooth operation of the economy and society." Xiao Rongna, associate researcher at the Highway Research Institute of the Ministry of Transport Say.

Through the implementation of a series of targeted measures, the "artery" of transportation and logistics has been further effectively dredged.

According to the monitoring and summary data of the Office of the State Council’s Logistics Guaranteeing Work Leading Group, on December 2, the national freight logistics was running in an orderly manner.

As of 24:00 on December 2, there is no temporary closure of toll stations on expressways in all provinces (autonomous regions and municipalities).

Ensure the smooth transportation of key materials

At the end of the year, the demand for coal and grain transportation continues to rise, and the smoothness of material transportation and terminal distribution is related to the national economy and people's livelihood.

To this end, all parties have gone all out to ensure the safe and efficient transportation of key materials.

In terms of energy transportation, the railway department urges and guides railway transportation companies to carry out special operations to ensure the supply of electricity and coal, tilting transportation resources to electricity and coal transportation, organizing west-to-east coal transportation, and north-to-south coal transportation to ensure smooth flow.

As of the end of October, the national railways have shipped 1.74 billion tons of coal this year, a year-on-year increase of 9.8%, of which 1.22 billion tons of thermal coal have been shipped, a year-on-year increase of 15.5%.

In terms of grain transportation, the railway department actively overcomes the impact of the epidemic and bad weather, and opens up green channels for grain transportation to ensure unimpeded grain transportation.

As of the end of October, the national railways have shipped a total of 91.25 million tons of grain this year, with an average daily loading of 4,807 vehicles, both achieving year-on-year growth.

In terms of terminal distribution, try every means to get through the "last mile" of material supply guarantee.

The Ministry of Transport strictly regulates the shutdown and closure of postal express infrastructure, and makes every effort to ensure the orderly operation of postal express terminal services.

At the same time, the Ministry of Commerce continues to increase the organization and allocation of goods sources in areas with severe epidemics, guides and optimizes terminal distribution measures, and makes every effort to ensure the supply of people's daily necessities.

"Generally speaking, at present, the transportation of key energy materials across the country is strongly guaranteed, the transportation of grain is safe and orderly, the main transportation channels and hubs are in stable operation, and the transportation of materials is safe and smooth." Xiao Rongna said.

"Aorta" recovers gradually

With the steady implementation of a series of measures to ensure smooth flow, the "artery" of transportation and logistics has shown a gradual recovery trend.

Data show that in the first 10 months of this year, the total amount of social logistics in the country was 275.4 trillion yuan, a year-on-year increase of 3.6% based on comparable prices.

"The total amount of logistics has rebounded, indicating that the pressure of poor logistics traffic has continued to ease, and the logistics supply capacity has been further released. This has played a very good role in supporting the recovery of the national economy." Cai Jin, vice president of the China Federation of Logistics and Purchasing Say.

The latest data shows that on December 2, the national railway freight continued to operate at a high level, transporting 10.201 million tons of goods, an increase of 0.14% month-on-month; 6.5546 million trucks on expressways nationwide, an increase of 5.2% month-on-month; the cargo throughput of monitored ports was 29.89 million tons, an increase of 6.8% from the previous month; about 302 million pieces were collected by postal express delivery, an increase of 7.1% from the previous month.

"Overall, the country's freight logistics are operating in an orderly manner, key ports, railway cargo stations, logistics parks and other hub stations are operating normally, and collection and distribution are efficient and smooth." Xiao Rongna said.
