The top 100 advanced manufacturing cities have gradually become the backbone.

  What is the development trend of the top 100 advanced manufacturing cities, how are the regions distributed, and what are the supporting industries?

  The "2022 Top 100 Advanced Manufacturing Cities Report" (hereinafter referred to as the "Report") released by CCID Consulting conducted in-depth research on these issues.

The report shows that as of the end of 2021, the top 100 advanced manufacturing cities have completed a total of nearly 19 trillion yuan in industrial added value, accounting for more than 60% of the national industrial added value, an increase of more than 10 trillion yuan compared with 2018.

  After combing and studying the development of advanced manufacturing in 293 prefecture-level cities across the country (excluding Hong Kong, Macao and Taiwan), the report found that the eastern region still has the most shortlisted cities.

At the same time, thanks to national strategies such as the rise of the central region and the development of the western region in recent years, the development of advanced manufacturing in the central and western regions has initially shown results.

In 2022, a total of 39 cities in the central and western regions will be shortlisted for the top 100 advanced manufacturing cities, an increase of 5 cities from 2018.

  55 eastern cities were shortlisted

  On November 30, the Ministry of Industry and Information Technology announced the list of 45 national advanced manufacturing clusters.

These 45 national advanced manufacturing clusters include Shenzhen's new-generation information and communication cluster, Wuxi's Internet of Things cluster, and Shanghai's integrated circuit cluster, covering key areas of building a strong manufacturing country.

The output value of leading industries in 45 national advanced manufacturing clusters will reach 19 trillion yuan in 2021, and 18 national manufacturing innovation centers have been established.

  Since the implementation of the special action for the development of advanced manufacturing clusters in 2019, the Ministry of Industry and Information Technology has launched three rounds of competition.

As of 2021, a total of 25 clusters have won the finals.

According to the report, 23 of the 25 winning advanced manufacturing clusters are located in the top 100 advanced manufacturing cities in 2022.

  In 2021, the top 100 cities will account for more than 60% of the country's industrial added value above designated size, and the R&D investment intensity will reach 2.48%, which is 0.04 percentage points higher than the national R&D investment intensity. It accounts for 63.1% of the total number of specialized, special and new "little giant" enterprises in the country, and has 23 winners of the national advanced manufacturing cluster finals selected by the Ministry of Industry and Information Technology.

  In terms of regional distribution, 55 cities were shortlisted in the top 100 advanced manufacturing cities in the eastern region.

Among them, all 13 prefecture-level cities in Jiangsu Province were shortlisted again, and the number of Shandong Province on the list hit a new high—14 cities on the list; 27 cities in the central region were shortlisted, of which 7 cities in Anhui Province were on the list, which is the finalist in the central region The province with the largest number of cities; 12 cities in the western region are on the list, and Urumqi is on the list for the first time.

  The provinces with the most shortlisted cities in the top 100 will also focus on improving the core competitiveness of the manufacturing industry this year.

By cultivating intelligent demonstration factories, "Internet + advanced manufacturing Industry" characteristic bases, etc., and strive to build a new highland for the innovation and development of the national digital economy.

  Guangdong proposed to accelerate the construction of a strong manufacturing province and effectively improve the modernization level of the industrial chain and supply chain.

Promote the construction of 20 strategic industrial clusters.

Make good use of the "ten manufacturing investment" policy, and vigorously promote investment in the industrial chain.

  Anhui also proposed to implement the action plan of "improving quality, expanding quantity and increasing efficiency" of the secondary industry to enhance the core competitiveness of the manufacturing industry.

In accordance with the "4116" goal, promote the four advantageous industries of new generation information technology, automobiles and parts, equipment manufacturing, and new materials to move towards the trillion level, and accelerate the construction of 10 over 100 billion level industries such as smart home appliances, energy conservation and environmental protection, and biomedicine , establish 10 over 100 billion enterprises and 60 over 10 billion enterprises target cultivation pools, and carry out selection and breeding with "one enterprise, one policy".

From the perspective of urban agglomerations, the 2022 report has 62 cities located in the top ten national-level urban agglomerations including the middle reaches of the Yangtze River, Chengdu-Chongqing, and the Yangtze River Delta. There are 9 in the Hong Kong-Macao Greater Bay Area.

  The top seven cities in the expansion stage are accelerating to catch up

  The report divides the top 100 cities into four categories: leap period, expansion period, development period, and start-up period.

The three cities in the leap period are Shenzhen, Suzhou, and Guangzhou, all located in the eastern region. They already have a strong manufacturing base and their industries are highly competitive. The innovation mechanism, industrial chain coordination mechanism, and enterprise cultivation mechanism have been basically perfected. It ranks among the top in all dimension rankings among the top 100 advanced manufacturing cities.

  Taking Suzhou as an example, in terms of innovation capabilities, Suzhou City, with enterprises as the main body, focuses on promoting the development of applied technologies and the transformation of innovation achievements, and has established the first regional transformation center of advanced technological achievements in the country - the Yangtze River Delta Transformation Center.

At the same time, Suzhou is accelerating the construction of platforms such as the National New Generation Artificial Intelligence Innovation and Development Pilot Zone, the National Biopharmaceutical Technology Innovation Center, and the National Third Generation Semiconductor Technology Innovation Center in response to the needs of industrial development.

By the end of 2021, Suzhou has cultivated a total of 8 top 500 Chinese manufacturing companies, 11 individual manufacturing champions, 10 individual champion products, and 49 specialized and special new "little giant" companies.

  Cities in the expansion period include 26 cities including Nanjing, Hangzhou, Ningbo, Qingdao, and Changsha, among which 18 cities are located in the eastern region, 4 cities are located in the central region, and 2 cities are located in the western region and the northeastern region.

Most of these cities have formed a solid manufacturing base, each with its own characteristics in industrial development, and has a number of relatively complete industrial chains. The market share in some fields leads the country, but there is a certain gap in overall strength compared with the first echelon.

  Judging from the data of the past five years, there is still a clear gap between the cities in the leap period and the cities in the expansion period.

However, the gap between these two types of cities in 2022 has narrowed compared to the previous four years.

According to the analysis of the report, it can be seen from the development level scores of the top 100 advanced manufacturing cities from 2018 to 2022 that Shenzhen, Suzhou, and Guangzhou, which are in the leap period, are always in the leading position, and have opened a certain distance from other cities. The top seven cities in the expansion period (Nanjing, Hangzhou, Ningbo, Qingdao, Changsha, Chengdu, Wuhan) are currently in the stage of accelerating catch-up, and have opened a certain gap with the latter city.

  By comparing the data of the past five years and cross-analyzing the top ten cities in the top 100 cities in 2022, it is not difficult to see that Shenzhen and Suzhou have relatively large advantages in the two indicators of R&D investment intensity and advanced manufacturing concentration; Guangzhou Although the city is in the middle of the ten cities in terms of R&D investment intensity, it has a strong advantage in the concentration of advanced manufacturing industries, which effectively makes up for the disadvantage of relatively insufficient innovation input intensity; Nanjing, Hangzhou, Chengdu, and Wuhan have strong R&D investment intensity. Good performance, but there is still room for improvement in the concentration of advanced manufacturing; Ningbo, Qingdao, and Changsha have certain advantages in the concentration of advanced manufacturing, but they still have insufficient R&D investment.

Overall, if the advanced manufacturing cities ranked 4th to 10th are further catching up and jumping up, accelerating the improvement of advanced manufacturing agglomeration may become an effective breakthrough.
