Among them, the county-level basic financial resources guarantee mechanism rewards and subsidies, basic public health service subsidies, central financial agricultural insurance premium subsidies, etc.

  The 2023 county-level basic financial guarantee mechanism reward and subsidy budget released in advance this time reached 354.1 billion yuan (RMB, the same below).

Among them, Henan, Sichuan, Shandong, Hunan, Hebei and other places have received more than 20 billion yuan of funds.

  The Ministry of Finance requires all localities to properly arrange and rationally use the central reward and subsidy funds in light of local conditions, increase support for grassroots finance, speed up the adjustment and improvement of the basic financial guarantee mechanism at the county level, and improve the basic financial guarantee level of county and township governments.

  The Ministry of Finance also issued a subsidy fund of more than 61.6 billion yuan for basic public health services in 2023 in advance, which will be used to implement national basic public health service projects.

The subsidy funds issued in advance are included in the management of direct funds, and the identification of direct funds runs through the entire process of fund allocation, appropriation, and use. The Ministry of Finance implements dynamic monitoring of direct funds.

  In order to support the development of agricultural insurance, the Ministry of Finance recently issued a 2023 central financial agricultural insurance premium subsidy of more than 36.4 billion yuan to all localities.

Among them, Henan, Inner Mongolia, Heilongjiang, Sichuan, Anhui, Guangxi, Xinjiang, Shandong, Hunan and other regions allocated more amounts.

  According to the "Central Finance Agricultural Insurance Premium Subsidy Management Measures", the agricultural insurance that the central finance provides premium subsidies mainly includes four categories: planting, breeding, forestry and Tibet-related specific varieties, involving rice, wheat, corn, cotton, fattening pigs, dairy cows , public welfare forests, commercial forests, etc.

For insurance premiums subsidized by the central government, the central government and provincial governments provide subsidies in a certain proportion.

  At the same time, the Ministry of Finance also issued a special fund of 9.867 billion yuan for the development of inclusive finance in 2023 in advance.
