  Recently, the 45th meeting of the Standing Committee of the 15th Beijing Municipal People's Congress conducted the first review of the "Regulations on the Protection of Minors in Beijing (Revised Draft)" (hereinafter referred to as the "Draft Revised").

The revised draft puts forward new requirements for minors' medical cosmetology, mentioning that "without the consent of the minor's guardian, medical cosmetology services shall not be provided to minors", what impact will it bring?

  The revised draft proposes that if a minor provides medical beauty services without the consent of the guardian of the minor, the health department shall order corrections, give a warning, and impose a fine of not less than 10,000 yuan but not more than 50,000 yuan; If the consequences are serious, the directly responsible supervisor and other directly responsible personnel shall be given or ordered to be sanctioned by downgrading or dismissal, and relevant medical personnel may be ordered to suspend their practicing activities for not less than one month but not more than six months.

Those who provide medical beauty services to minors without obtaining a medical institution practice license in accordance with the law shall be dealt with in accordance with relevant state regulations.

  Wu Tiecheng, a lawyer at Beijing Jingshi (Shenzhen) Law Firm, said that from the perspective of protecting minors, the medical beauty industry needs to implement stricter procedures to provide minors with medical beauty services.

"The corresponding restrictions on minors' medical cosmetology indicate that market supervision has legalized and normalized the supervision of minors' medical cosmetology in the medical cosmetology industry."

  Wu Tiecheng pointed out that for commercial interests, some medical and plastic surgery institutions deliberately conceal the hidden dangers and risks of medical plastic surgery, exaggerate the effect of plastic surgery, and induce minors to consume impulsively. There are many hidden dangers.

Wu Tiecheng said: "The current law on the protection of minors does not have specific regulations on the issue of plastic surgery for minors, which leads to the legal and regulatory basis for the supervision of plastic surgery for minors that cannot adapt to the development of the industry. Once the plastic surgery fails, it will Cause irreversible health damage to minors."

  Previously, many cities, including Shanghai, have formulated local regulations for minors' medical cosmetology.

Wu Tiecheng believes that the supervision of the medical beauty industry is showing a more stringent trend.

"After the policy is officially implemented, the regulatory agency must strictly supervise the implementation of the 'guardian's consent' system by the medical aesthetic institutions. and even a comprehensive criminal supervision system.”

  In recent years, some medical and aesthetic commercial organizations have expanded their profits, and they have focused on teenagers, hyping the so-called "anti-aging as soon as possible".

As a result, many teenagers have been exposed to beauty items such as Thermage and Shuiguangzhen at a young age.

  In this regard, Huang Luping, chief physician of the Plastic Surgery Hospital of the Chinese Academy of Medical Sciences, believes that it is best not to undergo plastic surgery before teenagers have not completed their physical development and their aesthetics have not matured and stabilized.

"Shuiguangzheng, Thermage, and photorejuvenation are generally defined as anti-aging projects. Before the age of 30, these projects have little room for consideration and have no benefit. The disadvantage is that it is easy to operate improperly. Blisters may cause some complications, which are risks brought by treatment." Huang Luping said.

  However, there are also some cosmetic surgeries that are more effective the sooner they are performed, such as cleft lip and palate, which require early treatment.

For unilateral cleft lip and palate, it is recommended that infants be repaired at 3 months; for bilateral cleft lip and palate, it is recommended to repair at 6 months.
