The Reich Chancellor Dr.
Cuno has formed his cabinet and the government crisis has been resolved.
But unfortunately one cannot say that it is over.

What has been created is a transitional stage which, even today, it is not even certain whether it will survive the new government's first statements announced for Friday, much less how long it will last or where it will lead.
As Dr.
Cuno took over the Reich President's mandate for the third time and actually assembled his cabinet, it was declared that it should be purely a business ministry.
That this has not been the case at all can be seen immediately when you put the names of the new men together with those of the old ones.
With the former Reich Chancellor Dr.
Wirth, Post Minister Giesberts from the Zentrum and Food Minister Fehr from the Bavarian People's Party have left and been replaced by State Secretary Stingl and Secretary General of the Rheinische Landwirtschaftskammer Müller, shifts that perhaps do not mean all that much politically.
But at the same time, according to the decision of the Socialist Group, all Socialist ministers have disappeared and how they were replaced is characteristic.
For the former Minister of the Interior, Dr.
Apparently at the last minute, Köster managed to get a really left-leaning man into the cabinet in the form of the former Prussian Minister of Transport, Oeser.
But the Treasury Minister, Bauer, was replaced by State Secretary Albert, who had left the Wirth government;
Minister of Justice Radbruch was replaced by Dr.
Heinze, the member of the People's Party, who, personally very respected and popular, has never made a secret of the fact that in the People's Party he is not simply the continuation of the former National Liberals,
but see the continuation of the right wing of this old party;
finally, instead of Robert Schmidt, Dr.
Becker-Hessen has been appointed Economics Minister.
The change in the Ministry of Economics (the Ministry of Finance has remained unchanged with Dr. Hermes as Minister and with its two State Secretaries on the far right) is particularly striking because the Minister is also accompanied by State Secretary Dr.
Hirsch resigns, who has held this post for more than three years since August 1919 and who, under changing ministers, had a decisive influence on the policy of the ministry during this period.
