Securities Times reporter Jiang Dan

In the first three quarters of this year, the contribution rate of national net exports of goods and services to economic growth has further increased compared with the first half of the year.

Among them, the import and export of 6 major economic provinces remained stable, making positive contributions to stabilizing the steady growth of foreign trade.

According to preliminary statistics by a reporter from Securities Times, among the six major economic provinces, Guangdong, Jiangsu and Zhejiang are among the top three in terms of import and export value in the country. The growth rates of Zhejiang, Shandong and Henan are higher than the national overall level. The growth rate of exports is basically the same as that of the whole country.

In the first three quarters, benefiting from the entry into force of the Regional Comprehensive Economic Partnership (RCEP), the trading partners of most provinces have become more diversified, and the export of high-tech products has a good momentum.

Experts interviewed by reporters believe that the foreign trade development of the major economic provinces in the fourth quarter will still contribute an important force to stable growth.

New business formats and new models such as cross-border e-commerce and market procurement trade methods are becoming the "new engine" for the high-quality development of foreign trade.

Continue to play an important role in stabilizing foreign trade

In the first three quarters of this year, my country's total import and export value was 31.11 trillion yuan, an increase of 9.9% over the same period last year.

In terms of total volume, the proportion of the six major economic provinces in the country's total import and export value has remained basically stable, and the ranking of traditional trade provinces such as Guangdong, Jiangsu, and Shandong has remained unchanged.

In terms of growth rate, the import and export growth rate of Zhejiang, Shandong and Henan provinces in the first three quarters was faster than the national overall level, 17.6%, 15.7% and 12.1% respectively.

The import and export growth rates of Jiangsu and Sichuan in the first three quarters were basically the same as the national overall level, both at 9.8%.

Zhang Jianping, director of the Regional Economic Cooperation Research Center of the Research Institute of the Ministry of Commerce, told the Securities Times reporter that Guangdong is China's largest foreign trade province, and its total value of trade in goods accounts for more than 20% of the total value of imports and exports of national trade in goods.

Guangdong is also moving towards a strong foreign trade province.

"The total foreign trade value of the six major economic provinces accounts for nearly 60% of the country's total, and they are also the main force in stabilizing foreign trade in the fourth quarter." Zhang Jianping said, we must also see that the Pilot Free Trade Zone and Hainan Free Trade Port are also playing an exemplary and leading role. , help stabilize foreign trade.

At present, my country's economy is still in the critical window period of stabilizing and improving, and many places have deployed the work of sprinting to stabilize foreign trade in the fourth quarter.

The executive meeting of the Guangdong Provincial Government proposed that on the premise of preventing the epidemic, the freight channel between Guangdong and Hong Kong should be further unblocked, and every effort should be made to stabilize the fundamentals of foreign trade and foreign investment.

The special meeting of the Zhejiang Provincial Government emphasized that effective measures should be taken to stabilize foreign trade and foreign investment, establish a monthly dynamic monitoring and evaluation mechanism, further seize the market share and accelerate the implementation of foreign investment projects.

Before the end of the year, Shandong will focus on promoting four aspects of work, including accelerating the implementation of various policies, sorting out new demands and new difficulties of enterprises, and preparing for next year's policy; sorting out the list of backbone foreign trade enterprises with sufficient orders and strong driving effects to ensure that The company produces normally and guarantees the performance of the contract; it makes good use of various foreign trade and economic special funds to help the company stabilize orders and expand the market; support the company to launch Amazon, Ali International Station, eBay and other well-known platforms to expand the export of local featured products.

According to Chen Bo, director of the Optics Valley Free Trade Research Institute, entering the fourth quarter, localities still need to work hard to ensure the normal production of enterprises and smooth logistics.

At present, although the demand of western countries has declined due to currency crunch, which has affected the demand for trade in my country, my country's foreign trade has appeared in a situation where "the West does not shine in the East", and the trade between my country and the "Belt and Road" countries is developing steadily. , which is one of the strengths of the resilience of my country's foreign trade.

Chen Bo believes that although the short-term growth rate of foreign trade will fluctuate due to factors such as the epidemic, for a period of time, the advantages of traditional foreign trade provinces such as Guangdong, Jiangsu, and Zhejiang will not change in the short term, and the economic provinces will continue to be stable. Foreign trade plays an important role.

RCEP dividends continue to be released

The more diversified trading partners are an important boost for most major economic provinces to maintain the growth rate of foreign trade this year.

On January 1, the RCEP came into effect.

RCEP is by far the world's largest free trade agreement, accounting for 1/3 of the world's total economic volume and trade volume, and has a very important role in promoting the development of my country's foreign trade.

Data shows that, as a major foreign trade province, in the first three quarters, the proportion of Shandong’s imports and exports to countries along the “Belt and Road” and other RCEP member countries increased significantly.

The number of RCEP certificates of origin issued by Shandong ranks first in the country.

Liu Jie, deputy director of the Commercial Legal Service Center of the Shandong Council for the Promotion of International Trade, introduced that more than 90% of Shandong's exports benefiting from RCEP are to Japan.

Industries such as textiles and garments, agricultural products, aquatic products, chemicals and plastic products benefited the most.

Other provinces also benefit from RCEP.

For example, Zhejiang's foreign trade growth to emerging market countries and regions has been outstanding.

The data shows that Zhejiang's total imports and exports to ASEAN, Latin America, and Africa accounted for 30.4%, up 20.0%, 19.9% and 22.1% respectively.

In addition, the import and export to the "Belt and Road" partner countries was 1.26 trillion yuan, an increase of 23.3%, accounting for 35.8% of the province's total import and export value.

The growth rate of Henan's imports and exports to RCEP member countries and "Belt and Road" partner countries is higher than the overall rate.

Zhang Jianping said that in the first three quarters of this year, China's import and export value to the other 14 RCEP member countries totaled 8.81 trillion yuan, an increase of 19.3%, accounting for 31.1% of my country's total foreign trade value.

Under the RCEP framework, the proportion of zero-tariff trade goods given to each other between China and Japan exceeds 85%, which has a very good effect on trade creation.

RCEP's "Rule of Origin Accumulation" directly lowers the threshold for products to obtain origin qualifications, which is conducive to the complementary advantages of member countries, strengthens cooperation in global value chains and supply chains, and promotes trade and investment.

For example, according to the "Rule of Cumulative Origin", export products from China, Japan and South Korea can be "added along the way" in the 15 RCEP member countries, and as long as the cumulative value added during the processing exceeds 40%, they can enjoy preferential tariffs.

From the perspective of export products, the export momentum of high-tech products is good.

In the first three quarters, the export value of solar cells, electric passenger vehicles and lithium-ion batteries in Zhejiang Province increased by 1.5 times, 1.7 times and 1.2 times year-on-year.

The export value of solar cells and lithium-ion batteries in Jiangsu Province also increased by 71% and 70.8% year-on-year respectively.

The value of Henan's automobile exports increased by 125.2%.

CITIC Securities Research Report believes that looking forward to next year, structural bright spots are expected to bring certain support to my country's exports.

For example, the improvement of the competitiveness of my country's auto industry will help drive the export growth of automobiles and their spare parts, especially new energy vehicles; high energy costs in Europe have led to limited production capacity in chemical, metal and other industries, and related products in my country are expected to form export substitution.

RCEP is expected to continue to release dividends, or create more increments for trade between my country and ASEAN, and thus form support for the entire export.

Create new business formats and new models

  "New Engine" of Economic Development

While stabilizing the fundamentals of foreign trade, new business formats and models such as cross-border e-commerce and market procurement trade methods are helping the high-quality development of foreign trade and creating a "new engine" for economic development.

This year, my country once again adjusted tariffs on 954 items of imported goods, and optimized the list and workflow of cross-border e-commerce retail imported goods.

In the first three quarters, many local foreign trade new formats and new models maintained rapid development.

According to statistics, in the first three quarters, Zhejiang enterprises exported 79.3 billion yuan through the customs cross-border e-commerce management platform, an increase of 1.5 times.

Guangdong's cross-border e-commerce import and export volume has exceeded 300 billion yuan, and has achieved full coverage in the province's cross-border e-commerce comprehensive pilot zone, ranking first in the country.

Shandong newly identified 85 provincial-level cross-border e-commerce platforms, industrial parks, and public overseas warehouses.

The market procurement trade method has the advantages of low entry threshold, simple declaration procedures, high customs clearance efficiency, and low comprehensive cost.

Recently, the General Administration of Customs announced to further expand the pilot scope of market procurement trade methods.

At the local level, in the first three quarters, the two new formats of Zhejiang Province's market procurement export and export through the customs cross-border e-commerce management platform together accounted for 15.1% of the province's total export value, driving the province's export growth by 4.8 percentage points.

In the first 8 months of Changshu, Jiangsu, the export volume of market procurement trade has exceeded that of last year.

A high-level open platform has also become a major support for the stable growth of foreign trade.

The data shows that the comprehensive protection zone and the pilot free trade zone in Zhejiang Province increased by 28.4% and 30.2% respectively, which together drove the province's foreign trade growth by 4.9 percentage points.

Zhang Jianping said that the current epidemic, the increasing uncertainty and complexity of the global market, and the partial resistance of the global supply chain have posed great challenges to traditional trade methods.

Under this unfavorable situation, the advantages of cross-border e-commerce, market procurement trade and other new formats and models combined with financial technology support means are fully reflected, making cross-border e-commerce a very important way to support foreign trade companies to negotiate business and get orders. important way.

It can be seen that the current growth rate of cross-border e-commerce is much higher than that of traditional trade methods, and the proportion of total foreign trade is rising.

The rapid development of these new business forms and new models is of great significance for improving trade efficiency and the quality of foreign trade development.

Chen Bo said that the development of digital trade has opened up new development space for China's foreign trade.

In China, in addition to the traditional trade provinces such as Guangdong and Zhejiang, which are developing new foreign trade formats and models at full speed, other places such as Shandong Qingdao, Tianjin and other places are also developing well.
