According to the website of the National Development and Reform Commission, the National Development and Reform Commission and the Ministry of Commerce issued the "Catalogue of Industries Encouraged for Foreign Investment (2022 Edition)", which will be implemented from January 1, 2023.

The catalogue consists of two parts, one is the national catalogue of industries that encourage foreign investment, and the other is the catalogue of advantageous industries for foreign investment in the central and western regions.

  The "Catalogue of Industries Encouraged for Foreign Investment (2020 Edition)" issued by the National Development and Reform Commission and the Ministry of Commerce on December 27, 2020 will be abolished from January 1, 2023.

  The new edition of the "Encouraged Catalogue" has a total of 1,474 items, a net increase of 239 items and 167 revisions compared with the 2020 edition.

Among them, there are 519 national catalogs, with 39 additions and 85 revisions; 955 central and western catalogs, with 200 additions and 82 revisions.

The main changes are as follows: 1. Continuing to encourage foreign investment in manufacturing.

The national catalog continues to take manufacturing as the key direction to encourage foreign investment, improve the level of the industrial chain and supply chain, and add or expand related items such as components, parts, and equipment manufacturing.

The second is to continue to guide foreign investment in producer services.

The National Catalogue will focus on promoting the integrated development of the service industry and manufacturing industry, adding or expanding items such as professional design, technical services and development.

The third is to continuously optimize the regional layout of foreign capital utilization.

In combination with the comparative advantages of labor force and characteristic resources in various regions, the encouraged scope of the catalogue in the central and western regions shall be expanded.
