  Regarding the issue of national food security, Wu Xiao, director of the Rural Economy Department of the National Development and Reform Commission, said at the meeting that solving the problem of feeding 1.4 billion people has always been a top priority in governing the country.

In the implementation of the "Plan", we have always regarded ensuring national food security as the primary task of rural revitalization.

In the face of the severe impact of the new crown pneumonia epidemic and the Ukraine crisis on the global food supply chain, we have strengthened bottom-line thinking, extreme thinking and awareness of urgency, adhered to the policy of ensuring basic self-sufficiency in food based on the domestic market, thoroughly implemented the national food security strategy, and focused on improving food production. The system of production, purchase, storage and sales is designed to cope with the uncertainty of the external environment by stabilizing domestic production and supply.

  The first is to implement the strategy of storing grain in the ground and technology, and consolidate and improve the grain production capacity.

Always put the improvement of comprehensive grain production capacity in a prominent position to ensure that it can be produced and supplied when needed.

Firmly grasp the two key points of arable land and seeds, strictly abide by the red line of 1.8 billion mu of arable land and the control line of 1.55 billion mu of permanent basic farmland, build high-standard farmland on a large scale, and strengthen the protection and utilization of black land in Northeast China; accelerate the revitalization of seed industry and develop core seed sources Technological breakthroughs have resulted in more than 95% of crop varieties being independently selected and bred, realizing that China's grains are mainly grown in China.

Vigorously promote the mechanization of the entire grain production process, and the comprehensive mechanization rates of wheat, corn, and rice cultivation and harvesting have exceeded 97%, 90%, and 85% respectively.

  The second is to strengthen the joint responsibility of the party and the government for food security, and improve the support policy for food production.

Consolidate the political responsibility of party committees and governments at all levels for food security, and promote the main production areas, main sales areas, and production and sales balance areas to share the rice bowl and shoulder the responsibility together.

Appropriately increase the minimum purchase price of rice and wheat, stabilize the subsidies for corn and soybean producers and rice subsidies, and realize the full cost and planting income insurance of the three major grain crops to cover the major grain-producing counties in the main producing provinces, and ensure the income of farmers growing grain.

In the past two years, the central government has issued a total of 60 billion yuan in one-off agricultural subsidies to farmers who actually grow grains, alleviating the impact of rising agricultural prices.

Promoting the moderate-scale operation of grain, vigorously developing agricultural social services, and helping small farmers to develop grain production.

  The third is to coordinate the regulation of the grain market and stabilize the grain industry chain and supply chain.

Improve the monitoring and early warning system of the entire grain industry chain, and strengthen market regulation and emergency protection.

Reasonably determine the scale of central and local reserves, and optimize the variety and layout of reserves.

Improve the regional layout and industrial structure of the grain processing industry, unblock the logistics channels for "transportation of grains from the north to the south", improve the processing, transportation and sales network of finished grains and oils, and enhance the ability of grain allocation and distribution and emergency supply guarantee.

Strengthen food conservation and loss reduction in all links, and oppose food waste.

  Wu Xiao said that at present, my country's grain harvests have been bumper year after year, the supply is abundant, and the market is stable, which is in sharp contrast to the ups and downs of the international grain market.

We adhere to the bottom line of basic self-sufficiency in grains and absolute security of food rations, make great efforts to adjust the agricultural structure, and do everything possible to expand soybean and oil crops. This year's grain harvest is in sight.

This fully shows that we have firmly grasped the initiative in food security, and the road to food security with Chinese characteristics has become more and more stable.

Of course, we must also be soberly aware that my country's grain production and demand will remain in a tight balance in the medium and long term, and the string of ensuring national food security cannot be relaxed for a moment.
