At present, 59 national high-tech zones have carried out the application of the "Enterprise Innovation Points System".
According to statistics, in 2021, the parks that implement the "enterprise innovation point system" will provide financial support of 5.63 billion yuan to the point enterprises, and major banking institutions will increase the credit of 22,300 high-tech enterprises with points of 28.99 billion yuan across the country.

The "Guidelines" point out that the core indicators of the "Enterprise Innovation Points System" cover three categories of first-level indicators and 18 second-level indicators: the first category is technological innovation indicators, including the amount of R&D expenses, the growth rate of R&D expenses, and the proportion of R&D expenses in operating income. The ratio of scientific and technological personnel to the total number of employees, the number of invention patent applications related to the main business, the number of PCT patent applications related to the main business, and the turnover of enterprise technology contracts are seven indicators; the second category is the growth management indicator, Including high-tech product income, operating income, operating income growth rate, the proportion of postgraduates and above, R&D expenses plus deduction of income tax deductions, net assets profit rate 6 indicators; the third category is auxiliary indicators, including the number of fresh graduates absorbed , The number of provincial and above R&D or innovation platforms undertaken in the past two years, the number of provincial and above scientific and technological awards received in the past two years, the number of provincial and above scientific and technological plan projects undertaken in the past two years, and the amount of venture capital obtained.
The "Guidelines" also cover the fields of electronic information technology, biological and new medical technology, aerospace technology, new material technology, high-tech service industry, new energy and energy saving technology, resource and environmental technology, advanced manufacturing and automation In the high-tech fields supported by the state and other key high-tech fields, 8 sets of differentiated enterprise innovation score evaluation index systems have been formulated.
On the basis of the core indicators, each locality can fully consider regional differences and characteristics, independently explore the formation of local indicators, indicator weights and points calculation methods, and build a point system with regional characteristics.
