“In recent months, there has been a renewed trend towards the restoration of unsecured consumer lending (traditionally marginal segment) and the return of risky practices... Under such conditions, it seems appropriate from January 1, 2023 to start applying the MPL to banks with a universal license and MFIs - a new tool that allows limit the share of risky consumer loans and loans provided, without requiring an increase in capital for such loans, ”the regulator writes.

The Central Bank notes that the increase in unsecured consumer lending in conditions of high uncertainty may increase the risks for the banking sector.

Earlier, the Central Bank of Russia reported that the share of unsecured consumer loans with a high leverage in the second quarter of 2022 decreased by 5.8 percentage points to 28.4%.
