According to him, now Afghanistan needs more than 4 million tons of oil.
He added that the country expects to conclude an agreement with Russia as soon as possible.
Earlier, Russian Ambassador to the UN Vasily Nebenzya said that the Russian side is ready to help Afghanistan with grain supplies, if necessary.
