The first housing supply measure of the Yun Seok-yeol government, which was delayed by one week to respond to the damage from heavy rain, will be announced today (16th).



The government will hold a real estate-related ministerial meeting with the Ministry of Land, Infrastructure and Transport and the Ministry of Strategy and Finance at the Government Complex in Seoul this morning to finalize the '2.5 million units + α (alpha)' supply plan, which is the core housing policy, and announce it through a briefing.



This supply measure is known to have focused on expanding housing supply in Seoul and other metropolitan areas by activating maintenance projects such as redevelopment and reconstruction by the private sector.



If the previous government prepared a supply plan centered on the outskirts of the metropolitan area, such as new towns and public housing sites, the current government predicted a shift in the 'supply paradigm' to expand housing supply by easing regulations in downtown areas where demand is concentrated.



To this end, it is reported that plans to increase the supply volume by increasing the floor area ratio to more than 500% centering on the station area, etc., and to simplify the supply process by introducing an 'integrated review' to the maintenance business have been reviewed.



It is expected that the cost housing for youth proposed as a presidential campaign promise and the plan to supply the first home near the station will also be revealed in this measure.



In addition, in order to expedite the supply of housing to the city center, a plan to introduce a 'private proposal urban complex project' is expected to be announced, which grants various special cases to private rather than public housing projects.



It is known that this measure also includes improvement plans for reconstruction and redevelopment regulations, such as the improvement of the reconstruction excess profit recovery system (re-return), which is pointed out as the biggest obstacle to the reconstruction project in the private sector.



In particular, in order to lower the reinstatement burden, which amounts to as little as tens of millions of won or as many as hundreds of millions of won per household, the criteria for exemption from the current 30 million won or less of the reconstruction levy have been raised to 100 million won to expand the exemption target, and to increase the amount of excess profit from more than 30 million won. It is reported that a plan to lower the current levy, which is from 10% to 50% for each section, has been considered as a viable option.



The plan for easing the regulations on the safety diagnosis of reconstruction, which was expected to be delayed until next year due to concerns about a rise in house prices, is also expected to be included in this supply measure.



In his presidential campaign promises, President Yoon Seok-yeol lowered the proportion of structural safety, which is currently the biggest obstacle to passing the safety examination, from 50% to 30%, while the proportion of residential environment was reduced from 15% to 30%, and the age of construction finishing and equipment decreased from 25%. We have proposed a plan to increase each to 30%.



It is also noteworthy that the first new city reorganization project plan will be released.



The government is currently promoting the master plan service for the first phase of the new town maintenance project, and plans to speed up the project by enacting a special law in the future.



It is also expected that countermeasures related to the anti-subterranean area, which have recently suffered damage to life and property due to heavy rain, will be announced.



It is known that the 'semi-underground countermeasures' will include short-term emergency support measures such as the provision of public rental housing for the victims, as well as a fact-finding survey and comprehensive measures to come up with fundamental solutions such as housing upgrades for the low-income class.
