It was put in place to cover agricultural damage caused by spring hailstorms.

The Ministry of Agriculture announced on Wednesday the mobilization of an additional 40 million euros to the emergency aid fund dedicated to frost, initially endowed with 20 million euros.

This fund, “in the hands of regional prefects, is intended to provide a rapid response to situations of great fragility within the limit of a ceiling of 5,000 euros per farm, which may be raised in the case of more extreme situations”, detailed the ministry during a press conference.

Psychological and financial aid

The hailstorms caused "up to 100%" loss of production in places, weighing on the "morale of farmers", added the ministry, which identified three main problems.

The need to provide psychological and financial aid to farmers first, awareness of the recurrence of climatic hazards and finally the concern of farmers about their ability to honor forward sales contracts.

Seven recommendations thus resulted from the “flash mission”, assessing the damage in the agricultural world and initiated on June 22.

Resulting from a field analysis, these recommendations provide immediate and concrete responses both to support farmers affected by spring #hail episodes but also to improve the resilience of our #agriculture in the face of climate hazards.

“Benevolence” of the “banking network”

The Minister of Agriculture, Marc Fesneau, asked "the prefects to activate these emergency cells without delay" to identify the damage, "particularly on a psychological level".

At the local level, the ministry asks for the “benevolence” of the “banking network” as to the staggering or postponement of deadlines that farmers face because of weakened cash flow.

Marc Fesneau asked the Minister of the Economy and Finance to "monitor or even fight against an abnormal increase in prices on the estimates for asbestos removal, deconstruction, then reconstruction of roofs and buildings" affected by hail episodes.

CAP aid, provided for cases of force majeure or exceptional circumstances, may also be requested in certain cases.
