The Government has approved this Monday in the Council of Ministers a package of measures to alleviate the impact of the rise in energy prices on the mobility of citizens and

"facilitate sustainable transport and reduce the impact of the rise in fuel"

, according to said the minister spokesperson, Isabel Rodríguez, at the press conference of the council of ministers, held on Monday after nine o'clock at night.

Among these measures, it is contemplated to offer free subscriptions in OSP (Public Service Obligation) railway services provided by Renfe for users who use them regularly.

These measures are aimed at people "who suffer the consequences of this situation", such as

workers, students "and all the people who have to regularly use public transport

, for whom we are going to cushion the cost of this transport for them", the minister has pointed out.

They are also directed "to specific sectors, which as a result of the increase in fuel prices, were assuming a higher cost."

The Government has detailed how the system of free subscriptions and discounts for

Cercanías, Media Distancia and some Alta Distancia routes will

work in the last four months of the year.

These measures aim to encourage the use of public transport and reduce other more polluting alternatives.

"The daily recurring transport will be free, the one used in everyday life," Rodríguez pointed out.

Free subscriptions can be requested from September 1 and will be valid until December 31.

The user will acquire the bonus for those four months of application, from September to December.

In the case of the Cercanías network,

you will have to pay 10 euros as a deposit

(the approximate cost of three individual tickets), and at the end of the period, if you have made more than 16 trips (four per month), the 10 euros.

You will not have to pay anything else, only the aforementioned deposit

If you have not reached this number you will not receive your bond.

If the user paid by card, the money will be refunded to the card without him having to do anything else.

If he paid with money, he will have to request a refund at the box office.

The ministry will assume the payment of the discounts "provided that the transport consortiums carry out these discounts and reduce the price of the tickets in the proportional part that they stop paying Renfe."

conventional

medium-distance routes ,

the free pass will be requested

for use on each route (it cannot be used for several).

the deposit will be 20 euros

and will be returned under the same conditions.

It will be applied in the corridors Barcelona Sans-Girona-Cerbere, Coruña-Santiago-Vigo, Seville-Cádiz, Seville-Córdoba-Jaén, Valencia-Vinaroz-Tortosa, Valencia-Alicante-Murcia, Madrid-Valladolid-Vitoria, Salamanca-Madrid and Madrid-Jaen.

It does not apply to medium-distance trains that run on high-speed rail.

Yes, there will be

other commercial subscriptions with discounts for AVE routes

(on medium-distance trains that run on high-speed rail) in which the travel time is less than 100 minutes and for routes where there is no Public Service Obligation (OSP ).

Here the discount will be 50%.

Passes are applied on these lines:

Madrid-Palencia, Madrid-Zamora, León-Valladolid, Burgos-Madrid, León-Palencia, Burgos-Valladolid, Ourense-Zamora, Palencia-Valladolid, Huesca-Zaragoza, León-Segovia, Segovia- Zamora, Palencia-Segovia and Medina del Campo-Zamora.

Measures have also been approved

for the transport of goods through a royal decree that is inspired by that of the food chain.

Likewise, a new line of aid of 450 million for taxis, VTC, vans, ambulances and urban buses is extended.

The latter were not included in the first line of aid.

The text includes provisions to

ensure that the price of transport is equal to or greater than the costs

incurred by the carrier.

For example, written contracts must be signed in which the price of transport and the actual individual costs assumed by the carrier must appear.

This measure supposes applying the principles of the Law of the Agrifood Chain, which also obliges to make contracts so that the producers do not sell below what it has cost them to produce.

In this way, the increase is transferred to the end user and

"transporters are forced to work above costs"

"A sector cannot be maintained with aid, but rather it is about approving structural measures, such as the carrier being able to pass on the cost to the customer," Ministry sources explain.

To set these expenses, the structure of cost items collected in the cost observatory of road freight transport prepared by the Ministry of Transport, Mobility and Urban Agenda (Mitma) will be valid.

In this context, new infractions and sanctions are established with respect to the previous obligations, which range from 200 to 30,000 euros depending on the price of the transport, the illicitly obtained profit, the repetition of the conduct and the difference in size between the contractor and the hired.
